The GCDC-WWS is planning to realign the portion of the 36-inch City of Flint raw water line and 48-inch GCDC treated
water line that were originally permitted for wetland and stream impacts along Stanley Road between Marathon Road
and German Road in Oregon Township, Lapeer County. The previously permitted impacts for this section of water line
include wetland Impacts 59 and 60 as included in MDEQ Permit No. 13-25-0060-P and stream Impact 58 as included in
MDEQ Permit No 15-44-0016-P. The previous permit allowed for temporary wetland impacts and replacement of the
Stanley Road crossing over the Henry Drain including cofferdams, rip rap and SESC BMP’s.
At this point, GCDC-WWS is planning to change the alignment for this reach of pipe as show by the red line on the
attached location map, and as shown in more detail on the attached construction drawing. The need for GCDC-WWS to
revise the alignment is due to (1) poor soils conditions found along the originally proposed route within the Stanley Road
right-of-way, (2) the costs associated with providing piles and saddles to support the water main through the areas of
poor soils and (3) to reduce the potential of unexpected impacts associated with working in poor soils. Somat
Engineering, the geotechnical consulting firm hired by GCDC-WWS, performed a number of soil borings along the
originally proposed route and found that poor soils, including but not limited to loose silty sand, fibrous peat, and
organic clay, were encountered on both sides of the road and extended about 19 to 29 feet below the proposed pipe
invert elevations. Based on these findings, the water line was originally designed to be supported on an extensive and
deep foundation system. However, when GCDC-WWS received several bids from Contractor's to perform the work, the
costs were found to be approximately 3 times higher than in other areas of the project.
As a result, the GCDC-WWS developed this alternative to move the water lines away from the area of poor soils and
eliminate the need for a considerable support system. The GCDC-WWS has obtained easements for this proposed
realignment. The proposed realignment would now extend from the intersection of Marathon and Stanley Roads west
approximately 1300 feet, where it would then turn south in a private easement and extend approximately 1400 feet,
before turning west, again in private easements, and extending approximately 3250 feet. The 36" water main would
then turn north and proceed another 1250 feet to the right-of-way at Stanley Road, where it will then turn west and
extend another 200 feet where it will then be connected to the existing 36" water main that was installed as part of the
S-4007 project that was previously constructed by the Karegnondi Water Authority. The 48" water main would continue
west, approximately 3250 feet, where it would connect to the S-5005 project to be constructed by the GCDC-WWS.
The route of the proposed realignment was reviewed by Mike Nurse of Streamside Ecological Services for regulated
streams and wetlands. It was identified that additional wetland complexes or streams significantly beyond those
addressed in prior permit application will be not impacted with the proposed realignment.
The re-alignment will result in significantly less wetland impact overall.
The originally permitted route along Stanley Road crossed through Wetland Impacts 59 and 60, which were classified as
emergent/ scrub shrub wetlands. The total temporary wetland disturbance associated with these wetland Impacts was
0.45 Acres. With the proposed realignment, the GCDC is requesting temporary impacts of 0.15 acres for the renamed
Impact 59-REV1 and Impact 59-REV2. Attached is a comparison table that illustrates the proposed realignment that
reduces the amount of disturbed wetland area by 0.30 Acres.
Wetlands Impacts 59-REV1 and 59-REV2, as shown on the attached plan and profile sheets, are classified as
emergent/forested (EM/FO) wetlands. Areas of forested wetlands are located within County Drain right-of-way. The
GCDC is proposing wetland plantings as shown on the attached wetland restoration table, which outlines the type and
quantity of trees/shrubs that are specified for restoration.

The water lines also crossed the Henry Drain at a location approximately 1500 feet upstream of the location previously
permitted. The water lines are proposed to be installed across the Henry Drain using open cut methods, including
installation of a temporary cofferdam for water control. The stream will be stabilized in accordance with the stream
utility crossing detail (attached). The overall footprint of the stream crossing will be reduced from what was prior
permitted and the time frame for installation will be less, since this realignment does not require a culvert replacement,
thus significantly reducing construction time.
The construction schedule for the proposed realignment in proximity to the regulated stream and wetlands is March and
April of next spring. This is also an optimal time for minimizing impact to fish and wildlife. It is also critical as this is the
last section of water line to be installed to get a high quality raw water supply to the City of Flint.
When we last spoke about this, you indicated that a permit application for a new individual permit would be
required. The GCDC is asking that you complete an initial review of the proposed realignment and discuss with the
GCDC-WWS permitting avenues to meet the proposed construction timeline of March and April of next year. It has been
our experience that permit revisions are common, providing impacts are the same or reduced. The GCDC is of the
opinion that the overall impacts to streams and wetlands has been reduced with this realignment plan, the construction
schedule is optimal, the realignment reduces the risks of unknown impacts that may arise from construction in poor
soils, it is a cost effective approach and it is critical to complete this line to deliver raw water to the City of Flint.
