Funny you should ask. | am going to the scanner right now to get inspection and photos scanned for you and the KWA and contractors. Chip found clouded waters from the outfall throughout the drain near the site. -- And this is with a light rain on Monday. My report to them will say they may use PAMs, tacked down mulch blankets, etc. to stop sediment from leaving site. They also need to clean drain pipes of sediment ASAP. You mentioned a while back their sediment basin may not be large enough to handle the storm water. Do you think | should be asking for another one to be installed, or make this one larger? Sending staff out to complainant's address today. And it's raining here so we'll get a real-time look at any sediment potentially leaving the site. The site is not blanketed -- there are 2 projects going on simultaneously : the impoundment which has been going for many months - lots of excavation and pushing dirt around; and the water plant site which just started a month or so ago. All the vegetation has been scraped off many acres. There is big equipment all over the place. | spoke with staff this morning about instructing them to blanket any areas near collection basins and slopes leading to ditches and surface waters. [that they are not driving on]. l agree with you they'll likely have to clean out cement collection pipes. The company did not give staff a lot of details, only that they were working on clean up. I'll know more when staff return to the office this afternoon. One of my staff just attended a meeting at the site yesterday with contractors and KWA representatives. He mentioned to me the contractor and he talked about cleaning out the drain, but I don't have all the details. | expect to get more information Monday morning. I can't open the photo file. Can you get me the address of the complainant? We'll look at the drain from her property also. Importance: High | started typing this and then lost the email..... anyway, see attached violation letter sent via email to a bunch of folks, and being sent certified to John O’Brien tomorrow am.

I’ve been out of the office for a week. Violation letters were on my agenda before then. !am in process of writing violation notices for two sections of the project right now. | have a xxxEND_PAGE:deq03_b220_0337_0340_2 lot of concern that the contractors are barreling through with pipeline installation and not installing SESC measures where needed and not completing restoration in a timely manner. | met with our road commission engineers in mid - August, as they have taken a lot of complaints about road conditions. | wrote a violation notice for the section on Clear Lake Rd then. And the contractor immediately started working on the restoration issues. So | thought we were moving in the right direction. Now | am seeing my staff’s inspections for both sections/contractors with big problems. My staff have recently taken photos of areas where no SESC measures are installed on Clear Lake and King Mill Rds. 1’ll be recommending pipeline installation cease until SESC measures are installed where needed and restoration has caught up. I’ve not once heard from Spicer. --- Or seen a Spicer person on any site. Dorothy, My understanding is that the firm (Spicer) providing construction oversight of the KWA line has generally been satisfied with the implementation of SESC measures by the contractors.
