Our office received the permit application “Fint WTP Phase II, Segment 3 Filter Media Replacement” on June 30, 2015.
The only specifications provided with the permit application were for the following:
~ 05550 Bolts, Anchor Bolts And Expansion Anchors
- 09928 Protective Coating Systems
Aside from information shown on the plan sheets and what was listed in the previously submitted basis of design
document, no other specifications were provided regarding:

- GAC and Sand media, including removal, installation, ripening, and disinfection procedures
Plan sheet 5 calls out effective size, uniformity coefficient, and specific gravity for GAC and sand. Also, we
have selected Calgon’s product Filtrasorb 400 in our agreement. We did not want to dictate means and
methods on the plans or specs. However, Calgon procedures are attached for your reference as well as their
Filtrasorb 400 product sheet.
- Chlorine piping, joints, valves, installation, support, etc.
Chlorine piping and valves are to be ASAHI Chem Prolok which are dual wall HDPE with butt fused joints and
also the same type as the existing mid point chlorination piping. We will add a specification for this and have
added some wording to the pipe call out near the center of sheet 6. Specific supports are called out on the
plans and notes refer to sections 09928 for coating and 05550 for anchor bolts. See Key Note #1 on sheet 6,
Key note call outs are designated with a number inside a hexagon in the plan view.
- Water tight hatch to be installed
The Bilco hatch specified in Key Note #2 on sheet 6 with the options listed is water tight.
- Chlorine gas detector equipment
The specific make/model of the chlorine detection equipment is called out with Key Note #3 on sheet 6. That
type was selected to match other chlorine gas detectors currently used at the plant. :
Regarding the Protective Coating Systems specs and their related appendix, these are general in nature listing every part
of the plant as potentially being recoated. Plan notes discuss a few items to be coated/recoated, but it is not entirely
clear what the full scope of the coating work will consist of. Coating will only be applied to those items where it is
called for on the plans, which are the hangers/supports.
We request any additional specification information regarding the above be provided for approval.
It is also noted that the basis of design is based on a flow of 30 MGD, approximately 2.5 gpm/ft*2 filter loading rate. The
existing filters are currently rated for 36 MGD at 3 gpm/ft*2. This would cause the WTP capacity rating to be lowered to
30 MGD. Any future request to expand filter capacity back to 36 MGD would need to be demonstrated through filter
performance testing. We showed 30 mgd in the basis of design and on the application form only because it is unlikely
Flint demands will reach 36 mgd in the next 20 years. However, we would like to maintain the 36 mgd rating ~ do you
need the basis of design and permit application resubmitted for this?

CARBON EXCHANGE PROCEDURES
FOR POTABLE WATER GRAVITY FILTERS
A carbon exchange consists of the removal of spent carbon from a filter and the installation of
fresh carbon into the filter. The following procedures can also be used for initial carbon fills.
All spent carbon removals are completed hydraulically using the eduction method from the filter
into an open dump truck.
The carbon installation can be completed from bulk truck deliveries or from 1,000-pound super
sack deliveries. The eduction method can be used for installation from bulk trucks and from
super sacks. A crane can be used to dump the carbon from the super sacks directly into the filter,
allowing the filter to be filled when high-pressure water is not available.
The following section lists requirements for accomplishing a carbon exchange. The responsible
party is noted after each item, either “customer” or Calgon Carbon “CCC”. The designation of
responsibility is for a typical project but can vary based on the specifications of the project.
1, PROJECT REQUIREMENTS
For removal of spent carbon or installation of fresh carbon using the eduction method the
following is required:
1. Utilities
1, A water source of at least 90 to 100 psi at 200 gpm. The supplied water
source comes from the closest fire hydrant or a line, which is near a pump
(i.e., a surface sweep pump), (Customer)
2. A 2-1/2" fire hose reduced to 2" FNPT to connect to the eductor supplied
by Calgon Carbon. The connection at the eductor is carbon removal and
at the trailer for carbon installation. (Customer)
3; A 3/4" garden hose at the filter for rinsing off the waders used by the labor
force for carbon removal and at the trailer to insert in the hopper during
carbon installation. (Customer)
4. A drain to handle the disposal of water used in removing the spent carbon.
The drain capacity should be equal to or greater than the water supplied
for the carbon removal. (Customer)

For installation or removal using a bulk trailer, an area large enough to
stage one (1) or two (2) trailers is required. The approximate dimensions
of a trailer are 51' long x 8"5" wide x 11'6" high. (Customer)
Sufficient storage for the super sacks upon arrival. The recommended
storage area is an enclosed building. If this is not available and the carbon
is stored outside for an extended period of time, the super sacks should be
covered with tarpaulins or plastic and kept away from areas which have
inadequate drainage to prevent submersion of any carbon in free-standing
water. (Customer)
The necessary equipment (crane and/or forklift) and manpower to receive
and stage the carbon in super sacks prior to loading the filters. The carbon
can be hydraulically or dry installed. The super sacks weigh 1,000 pounds
each, have an 18" discharge chute, and are stacked two (2) high with a
pallet under the bottom super sack. (Customer)
The disposal of all super sacks and pallets. (Customer)
All transfer equipment, which includes a hopper, and eductor, a suction
hose with wand, a F/F coupler, carbon slurry hoses, and a trough. (CCC)
Transportation for spent carbon return and virgin carbon delivery, (CCC)
Removal/installation sign-off certificates, which require a signature from
the site contact and the Calgon Carbon Supervisor. (CCC)
Backwash rate curves to correspond with the product, which is installed.

2s PRELIMINARY REQUIREMENTS
Customer should contact their Calgon Carbon Technical Sales Representative ten (10)
working days prior to the date they plan to begin the exchange or installation.
Subsequent to this notification, Calgon Carbon operations supervisor will work with the
customer to reconfirm the start date and determine the equipment required to do the
exchange.
