Mike, Attached is the November 2015 MOR and Enhanced Water Quality Monitoring Data. I have also attached the results of the verification of LCR monitoring sites in a digital format that the service center put together. The data on the LCR sites is lacking, but in talking with Mr. Bincsik at the service center, we may be able to to track some of the information via inspection of hydrants and dates they were installed to correlate the probability of a lead service line. The city is on schedule to have the additional corrosion control measures in place in early December. Installation of Corrosion Control Treatment

Date: Wednesday, November 04, 2015 12:55:04 PM Michael, Please notify our department regarding the anticipated timeframe to install the corrosion control treatment system at the water treatment plant. The timeframe should take into account estimated time to receive the chemical feed pumps, storage equipment, and the orthophosphate compound. Coordination of the contractor to install the equipment also needs to be included. If there any delays with the installation of the corrosion control treatment system, please notify us as soon as possible. Finally, please inform us when the corrosion control treatment system is installed. If this occurs by next Monday, | may take the opportunity to conduct an inspection prior to our 12pm meeting. Technical Advisory Meeting

Laboratory testing requirements for current water supply

Due to the recent change in water supply, the drinking water testing for the water plant laboratory personne} has been adjusted. The testing has been arranged to reflect what was conducted in years prior to operation of the treatment plant from the river. There are a few additional items that have been included, and this schedule may be adjusted as necessary. AM & PM PLANT RUN: Collect & analyze samples for chlorine residual and Coliform Bacteria in the morning and afternoon (at least 4 hours apart) from the following sites on plant grounds: Control Station # 2, Dort Well, Pump Station # 4, & Lab Tap LAB TAP TESTING: Collect & analyze lab tap samples once daily for pH, fluoride, total hardness, alkalinity, non-carbonate hardness, calcium, magnesium, total phosphate, temperature and chloride. Collect & analyze 3 samples daily (at least 3 hours apart) for Turbidity. Collect & analyze J sample weekly for Heterotrophic bacteria. DISTRIBUTION SAMPLING: Collect & analyze samples from the 10 distribution sites at least twice weekly for chlorine residual and coliform bacteria. A total of at 100 samples must be collected and analyzed each month, so in total, at least 10 sampling events should take place each month. Once weekly also test each distribution site for fluoride, total phosphate, and Heterotrophic bacteria. Once quarterly perform Water Quality Parameters (WQM) from the 25 distribution sites. Total phosphate will be a new addition to all the other parameters tested. Once quarterly collect Disinfection Byproduct samples (DBP) from 8 sites according to the current DBP schedule. Next sampling will take place the 3" full week of November. — Lead & copper sampling will be on going throughout the rest of the year, a detailed plan will be completed soon. : RIVER SAMPLING: When time permits, a river sample should be collected once weekly and analyzed for coliform bacteria, pH, fluoride, total hardness, alkalinity, non-carbonate hardness, calcium, magnesium, temperature, turbidity, and chloride. George, We will continue to send the homeowners samples to the lab in batches. I am glad to hear that it works well on your end, and its actually easier on our end as well. We have seen a slight decline in the number of sample bottles requested from residents this week. As we go forward with the change to Detroit water, we will attempt to solicit samples from most of these residents in the next couple months, and would like to continue utilizing DEQ Lab services. We have always been very satisfied with the level of work and the communication we have received over the years working with the DEQ Lab team. We will get the information in regards to businesses requesting testing posted on our website, and to the employees fielding calls from the public. Thank you,

Preliminary and Deliberative: Sample Questions

Hi Mike, | have a question and a request for you. First, is it the City’s intent to continue to send homeowner samples to the Lab in batches? This is working exceptionally well and makes it much easier for the Lab to process Flint’s homeowner samples. If possible | would like to maintain this practice until the homeowner testing program is complete. You guys are doing a great job on this! The second item is more of a clarification. Businesses that wish to get their water tested should be directed to contact the DEQ Lab at (517) 335-8184. These businesses should get their sampling kits directly from the Lab and they will be responsible for the payment of these samples. Please let me know if you have any questions or concerns regarding these two items. I'll be there in Flint tomorrow so if needed, | can also discuss this with you in person. Thank you!
