Rhiannon, this is a drinking water complaint, not an NPDES compliant. Flint does have 550s, and reports those. That's not the cause of this complaint. There are public concerns with Flint’s drinking water system, which switch from the city of Detroit supply io their own supply. Importance: High Pete. Chris Clamaitt sent you an e-rnail regarding the new waiter line project from Lake Huron to Flint and requested a determination on which district should be the lead. Chris has since found cut that the permit for the Lake Huron inlet has been issued so aust ihe line from Lake Huron to Fini needs to be permitted. We are getting daily e-mails from Genesee Counly Drain Commissioner asking for a meeting. Since most of the pipeline is In the Lansing Cist. and Lapeer and Genesee Counties are Chris's responsibilities, it seems logical for Lansing to be the lead. However, Amy Lounds has talked to Chris that she wants Katie Fairchild to be the igad (i am not sure why). So we need a decision this week so a meeting can be set up for next week. Importance: High Pete, Matt Raysin with the Genesee Courty Grain Commissioner's office contacted me last Friday to set up what | take to be a pre-annlication meeting regarding the proposed weter line from Lake Huron to Flint. He said that stat? from Spicer might be trying to set up the same meeting, but! haven’t heard fram thern. He clearly would like to meat as soon as possible, Mr. Raysin noted that the pipeline will be built under 7 contracts and wanted to know whether it would be better to subrnit a perrnit application for each cortract. He also told me that the project wauld be entirely in Sanilac, Lapeer, and Genesee Counties, but the drawing he subsequently sent (attached) shows the route along the St. Clair/Sanilac line with adip south into Brockway and Lynn Townships funless the alternate route to the north is used}. The drawing is alse ambiguous with regard to the actual water intake structure in Lake Huron, which they may be handling separately. Ltolo Mir. Raysin that we still needed to figure aut how we would process the anplleation, but noted that it would be cleanest if there was a single permit application and a primary person on each side of the table. The bulk of the Hine is in the Shiawassee/Lansing District, but the proposed work may involve Part 325 and/or the Corps, while this District does not have any Great Lakes shoreline. The information on drinking water systems contained in these messages and attachments appear accurate and complete with the possible exception of the Flint intake in the Flint River. itis an intake for a standby water treatment plant that wil serve over 100,000 residents should it be placed in service. Although it is standby, we do expect the city to maintain both the intake and treatment plant in operating condition in case the DWSD pipeline should suffer a catastrophic failure. 1 don't know if that circumstance elevates Flint to your list of systems to be assessed but | thought | would mention it.

YWWIPs serving populations greater than 100,000 people: Lansing WWTP Flint WWTP Genesee Co-Ragnone WWTP (Montrose) Kalamazoo WWTP Detroit WWTP Warren WWTP e Wayne CO Downriver WWTP e YCUA WWTP (Ypsilanti Community Utilities Authority) VWVTPs greater than 2 MGD within 5 river miles of a water intake serving a population of 100,000 or more (our staff had problems understanding the question, so we may need more work on this}. | started by looking at the Drinking water systems serving population greater than 100,000 in the attached spreadsheet: e Ann Arbor - ??, we'll need to look at this one again. e Grand Rapids - this is a Lake Michigan intake (if memory serves me), so is the question relevant? e Lansing source is from the groundwater, so they don't have a river intake e Kalamazoo source is from the groundwater, so they don't have a river intake 1 xxxEND_PAGE:deq12_b179_0745_0749_1 e Saginaw/Midland - this is a Lake Huron/Saginaw Bay intake, so is the question relevant? e Detroit - we believe all of DWSD's intakes are more than 5 miles downstream of WWTPs > 2 mgd. The Michigan State Police are requesting information about WWTPs. First they would like a list of any WAVTPs serving populations greater than 190,000 people. Our database (NMS) doesn't have that information. Can you ask your staff what WWTP might fall into this category? lI'm assuming the UP, Cadillac and Gaylord Offices won't be responding to this, but | would appreciate a response from the other districts. They'd also like a fist of WYVTPs that discharge greater then 2 MGD within & river mies of a water infake serving populations of 100,000 ar rnore. | assume that might only hit SEMI and Grand Rapids districts because you need a surface water intake serving a population greater than 100,000. That might only be DWSD and Grand Rapids/Wyoming. The attached files is helpful in identifying which systems serve populations of 100,000+. If you can send me your list, or that you don't have anything on the list, | would appreciate it.
