RE: October Flint Lab Invoice

The following 3 drinking water lab account codes have been set up to be paid by DEQ from the $1M GF/GP. Samples processed under the regular City of Flint account number are sent to the city for payment. Are there any (water) sampling activities that the City performs that would not be covered under this supplemental funding? FW: October Flint Lab Invoice

Importance: High Not sure who the correct person to ask is about this. The Flint Action Plan was announced on October 2, 2075. lt was at this point that the DEQ announced that it would test Flint homeowner’s samples for free for lead and copper. Based on that | would say that any sarnples submitted by the city of Flint on or after October 2™ should be waid for by the DEQ using the supplemental. Does this sound right to everyone? xxxEND_PAGE:deq15_b692_2407_2411_4 George L. FY15 Ending Lab Fund Balances

Hi there. Looks like we finally have the seen the last of the large revenue/expenditure transactions in our lab funds! Ending Fund Balances (Carry forward into FY16) e Fund #0108 - Environmental Lab Fees: $434,832.58 e Fund #0652 —Water Analysis Fees/Drinking Water Lab Fees: $246,738.96 1 xxxEND_PAGE:deq15_b585_2082_2083_1 e Fund #0651 — Public Water Supply/Lab Certification Fees: The fees for this one were not sufficient to cover all costs — we were short by $29,820.83, which was covered by revenues from the Drinking Water program. If we have any changes to these amounts | will let you know. RE: DCDS coding for no pay hours worked

Hi Becky. Unfortunately, there is no Activity code for this project. We have a project number, but not an activity code. Liane: The guidance we received on Friday (to have you enter the hours as REG1), doesn’t look like it’s going to work. ® Lisa: This is re: Liane timesheet. She worked over the weekend on the Flint Drinking Water project #900040-00. The intent is to track the hours, however she is not paid for the time as she is Group4/salaried. We were looking for a way to track the hours, but not generate pay. Perhaps you can circle around with George & Paul to determine if we need an activity code set up in DCDS as well (sounds like Becky is recommending the SIGMA time tracking method)? Anastasia M. RE: DCDS coding for no pay hours worked

In DCDS go to Functions / EE data collection. Right next to the TIME tab is an ACTIVITY tab. The activity tab is a way to track time to specific work without also generating timesheet hours. RE: DHHS samples

Just as a clarification, this for the casi of the analysis and noi te be confused with the cost of the actual taking of the samples. That is to so say it does not cover wages for the person pulling the samples. George L. DHHS samples

Hi Linda. George and | have discussed the multimedia analyses that DHHS is looking at for Flint. We agree that we are able to pay for the water sampling portion of these costs from the $1M GF/GP that DEQ has received for this purpose. You can pick up the necessary sampling supplies, instructions and paperwork from the Lab. ie seen i This will route the invoices here to DEQ-RRD for xxxEND_PAGE:deq15_b573_2056_2059_2 If you have any questions, please don’t hesitate to let me know. DCDS coding for no pay hours worked

Hi Liane! Per our chat earlier, | stopped into OHR to inquire as to what pay code should be used in DCDS to track hours worked, but without generating pay. Becky Langtry in our OHR office’s Payroll area, indicated that Group 4 employees should go ahead and use REG1 hours with the project number. Because the Group 4’s are salaried, the number of REG1 hours worked in DCDS doesn’t impact the pay. If there will be non-Group 4 employees in the same situation, please advise, and Becky can help us figure out how to handle those. Thanks! Anastasia M. Invoices/Payments for Flint Drinking Water Analysis

Importance: High Kathy — Hi there! © In the course of many discussions, we’ve determined we have the following 3 categories of samples coming to the Drinking Water Lab from the City of Flint. The City of Flint should not receive invoices related to these tests. Please submit ALL invoices related to these categories to RRD — Administration for payment. We will pay them

RE: DHHS samples

HI George & Linda. We are in the process of setting up an account number for this purpose and will forward it asap. Linda, we will most likely need to pay the Invoice here in DEQ as we hold the appropriation for the 51M GFE/GP. Does that work for you? Caral/Kiroy/George, this will be set up to one of the 3 new DWE account numbers that hathy W. is setting up for this purpose, Anastasia M. Hi George & Carol. | wanted to check in with you as we move into this process. My understanding is that we will use the new $1M of GF/GP for paying City of Flint water analysis test fees only. We will not use the funding for the following: DCDS/Payroll, MiTES/employee reimbursements, supplies, solvents, etc , as these costs are incorporated into the test fees. LAB COSTS RELATED TO FLINT DW should be charged to: Index 45500, BEA 30107 00 e = This will place all costs on the Lab’s Drinking Water Fees Fund. ® DCDS/Payroll e MiTES/Reimbursements e Supplies/solvents, etc Project #900040- INVOICE FOR TESTS: Process invoices for Flint water samples as per standard lab operations. Send these invoices to Renee Smith, DEQ RRD Administration Section for payment. RRD-ADMIN SECTION WILL PAY DW TEST INVOICES RELATED TO FLINT DW using: Index 45500, BEA 30315 Project #900040-00 e This will charge the Flint DW invoices to the $1M GF/GP and moves the revenue into the Lab’s Drinking Water Fees Fund to offset the costs. Please advise ASAP if | have understood this correctly (or not). Thanks! Anastasia Vi.
