Flint Water

Technical Advisory Team, lam pleased to report that the City of Flint has officially returned to compliance with the Michigan Safe Drinking Water Act and we have received confirming documentation from the DEQ today. The GAC filtering was installed on time and was instrumental in our ability to maintain an average level under the MCL. We anticipate that we will have no further notices going out. Recent testing has raised questions regarding the amount of lead that is being found in the water and I wanted to report to you our current status. At the onset of our plant design, optimization for lead was addressed and discussed with the engineering firm and with the DEQ. It was determined that having more data was advisable prior to the commitment of a specific optimization method. Most chemicals used in this process are phosphate based and phosphate can be a "food" for bacteria. We have performed over one hundred and sixty lead tests throughout the city since switching over to the Flint River and remain within the EPA standards. We are currently designing an optimization plan with the engineering firm that will be presented to the DEQ and upon approval we expect to have it implemented by January 2016. It is worthwhile to note that the DEQ has reported that other cities have taken years to complete an optimization plan and we anticipate having a plan in place over the next four months. 1 xxxEND_PAGE:deq18_b127_1239_1240_1 It is also worth noting to this group that there are different lead testing methods used within industry and the city remains consistent with the most recent EPA approved testing method which can produce different results than other methods. Water Quality Update

Technical Team, | am writing to provide you an update on the City's ongoing plan to improve the water quality in the City of Flint. This morning, the U of M Flint announced that recent testing showed 48M levels slightly above the : in two of its buildings. The City responded to this recent information of concern with increased flushing in the area where subsequent internal tests have shown the levels to have subsided to under than 80 B86. The ‘Ff 84 level leaving the water plant is currently in the 45 -55 #6 range and in areas with minimal circulation the level can rise by the time it reaches a tap. The installation of new filter media at the water plant which is designed to greatly reduce the EE HV level in the plant is ahead of schedule and is expected to be installed by mid-July. The DEO has approved the design and actual testing by the vendor over the past two weeks has veriieg that the selected media should work. This is expected to have an immediate impact In addition to the filter installation, we have engaged in increased valve exercising over the last two months and have checked over half of the 7,000 valves in the system. The valve turning has a tendency to result in temporary water discoloration but increases the overall water circulation and identifies areas where valves are inoperable. Our annual Consumer Confidence Report will be distributed in early July and will contain significant information about the water system. Technical Advisory team, We are planning to hold our next advisory meeting on Wednesday May 20th 2:00 pm at City Hall. The focus points of the meeting will be to convey the advancements in the current. water quality, the summer implementation plans and and the latest information on test results. We continue to offer testing and to look for any residential concerns about the water. GAC Filter install at WTP

Good afternoon, I submitted this afternoon through our normal process a request for approval to install the GAC filter at the water treatment plant. The most expeditious way to get it done is by amending our contract with LAN, who will be responsible for the design, procurement and install. The price quoted for the material and install is within the estimates provided by Velioa. Water - fixed charges

Harvey, You had requested additional information on the fixed charges used in Flint's water rates. Hopefully the attached helps. I have also included some additional information showing that that many of the recent increases in rates were done prior to the EM being appointed. And also, a reminder that the system was in a deficit position when the EM came on board, making additional increases necessary. While the system is now solvent, it is not as strong as it once was. And the real challenge for all of is to figure out how to get rates down to an affordable level. But is cannot be done by simply reducing rates! Attached for review and comment is a draft release regarding restructuring of the DWRF bonds. It is necessary for me to issue an order to do this, and it is still subject to Treasury approval. Treasury is waiting for the paperwork, so I am expecting approval. Timing is an issue because the restructuring affects debt service payments due April 1. The plan is to sign the order tomorrow and get it to Treasury same day... so I see it as important to get our message out first. Note that my discussions with Treasury have been towards freeing up funds for needed capital improvements. Not for reducing rates.... [am asking Jason/Kelly to get this to whomever else at the state should also review. I am copying Terry Stanton. This needs to be ready for release early in the morning.
