Technical Team, | am writing to provide you an update on the City's ongoing plan to improve the water quality in the City of Flint. This morning, the U of M Flint announced that recent testing showed 48M levels slightly above the : in two of its buildings. The City responded to this recent information of concern with increased flushing in the area where subsequent internal tests have shown the levels to have subsided to under than 80 B86. The ‘Ff 84 level leaving the water plant is currently in the 45 -55 #6 range and in areas with minimal circulation the level can rise by the time it reaches a tap. The installation of new filter media at the water plant which is designed to greatly reduce the EE HV level in the plant is ahead of schedule and is expected to be installed by mid-July. The DEO has approved the design and actual testing by the vendor over the past two weeks has veriieg that the selected media should work. This is expected to have an immediate impact In addition to the filter installation, we have engaged in increased valve exercising over the last two months and have checked over half of the 7,000 valves in the system. The valve turning has a tendency to result in temporary water discoloration but increases the overall water circulation and identifies areas where valves are inoperable. Our annual Consumer Confidence Report will be distributed in early July and will contain significant information about the water system. We agree that some reduction in storage volume could be achieved without compromising reliability; however given high usage, main breaks, and “let runs” during the winter, storage volume remains important. We agree with the need to determine adequate storage volume which will likely differ between summer and winter. (Page 15) We agree with the concern of re-circulation of water pumped from the booster pump stations; however, we were recently informed of existing distribution system check vaives to prevent recirculation. These _ appurtenances and their condition need to be confirmed. The hydraulic model may also need to be updated to include these valves. (Page 15) . We concur with the rexommendation to provide the ability to monitor raw - water TOC and PTAP TTHM. (Pages 17 & 18) Page 20 provides 2 options to manage ee age and each option includes reducing the utilized storage volume of the 3 MGAL well to 2 MGAL. ,The - ’ reduction in storage volume limits the WTP’s ability to meet CT under worst case conditions (low temp, high pH, 30 MGD pumping rate from reservoir). . Table 11 on Page 21 outlines an Action Plan for Stage 1 and, Stage 2 actions. This river has a very long history of pollution. Since this change, our drinking water has tripled in cost and the quality varies daily. Some days it smells like an over-chlorinated swimming pool; other days, like pond scum. It often is brown in color and frequently has visible particles floating in it. We've been under several boil water advisories due to e-coli contamination. Just this morning our local paper reports that General Motors Engine plant has shut off Flint River water to the plant due to the over-chlorination and the fears that the water will cause corrosion. http://www. People in Flint have had to resort to buying bottled water or having purification systems installed in their homes. Some residents have even had private wells dug. The water is not safe to drink, cook or wash dishes with, or even give to pets. We worry every time we shower. The City of Flint is still very economically depressed and most citizens cannot afford to do anything other than use the river water. Many of them have NO water at all due to the extremely high water bills. There is reasonable suspicion that reports have been falsified. Some residents have had water tested privately and the results are not even close to those reported by the City. Calls to the City and State have resulted in no action whatsoever.
