Good evening team, Terry Stanton, working with Brad and Jerry Ambrose, drafted talking points and background on the Flint water issues. If asked, Terry suggests the governor say: Residents deserve clean, safe water and EM Jerry Ambrose, his management team and the DEQ are working to ensure that...and that the State will be a resource where and when possible, as we have with other issues, such as public safety. Terry said he cannot speak to other “requests” in the Mayor’s letter (dated 1-18), which seek waivers, Federal and State funding, etc. He said the city is committed to addressing the issue and in fact, has taken numerous steps (with guidance and/or approval from DEQ) to date. Our chief put it very well below in terrns of DEQ’s message. Here's the play: Flint did a lousy job cormmiunicating this to the public at the outset via the media. The public is unsettled about the situation. Flint announced a public meeting to talk about the situation. On the day of the meeting, Flint Mayor sends a letter to you guys, essentially saying that hecause the of EM, this is your problem. Last month | learned they have retained Kelly Rasaman to help them deal with the messaging around this problarn. Nobody on City of Flint’s team will be surorised to get this letter. Thanks, Caleb. (And welcome back!) Agreed, though I think there's going to need to be couple of topline message points that get to Treasurer's review process very generally (ala Ron Fonger's piece that pointed out that one community is going to lose while another "wins" regardless of the outcome). Doesn't sound like Detroit may take lighlty if that ends up being outcome. We also do need a comms/outreach plan to make sure we've got all components and notification bases covered.

Here is the start of some topline messages for Flint ... | don’t think that we need to get too deep into the specifics on the deal, we can leave that to Ed and others to discuss. Please let me know of any suggestions and additions that you have. | plan to also put together some background information that we can have on hand when discussing the topic. As | mentioned before, it likely won’t be until the week of Apr 8'" that we discuss this publicly. e This is a decision made by the City of Flint and is a local decision that affects their local water supply. e Flint Emergency Manager Ed Kurtz has heavily involved the city’s elected officials throughout the decision-making process and all agree that this is best for the citizens and businesses in Flint. e This will save Flint at least $100 million over the next 25 years, and possibly as much as $300 million. e The Departments of Treasury and Environmental Quality have approved the financial and environmental soundness of KWA’s plan. e Flint accounts for only 2% of DWSD’s capacity.
