Flint Water Crisis Economic Impact

Hi Jarrod, I think the most significant immediate negative impact will be the economic effects of such things as decreased property values, lost business activity (new businesses will not move to Flint and existing businesses that rely on clean water like restaurants will be hurt), lost employment, population loss (renters will leave the city). Residents and businesses are also having to pay extra for bottled water, so the extra spending on water will take away from other spending. It is relatively easy for residents to move some of their economic/spending activity outside the city, so the Flint economy will be hurt. These impacts will create an economic downturn in Flint. In terms of personal income losses, a three to four percent loss in nominal personal income in the City of Flint seems reasonable, which would equal a negative impact of $85 million to $115 million per year in lost economic activity. Long-term there would be the cost of a new water system, which would have a significant cost. Direct health related costs would be on top of this estimate. She indicates that the staff is working on a more complete analysis of Water System finances right now and it should be done soon. | also want to share that while we were talking she received a text message that the City had exhausted their supply of bottled water and filters. Any way we can issue the declaration tomorrow? Snyder Gathering Info On Declaring Emergency In Flint Gov. Rick S8¥DER's administration is gathering the “information about the resources needed” to declare a state of emergency in Flint from the lead-in-the-water crisis. The Governor's office confirmed this after the Genesee County Board of Commissioners voted to declare a state of emergency in Flint today. Snyder spokesperson Dave MURRAY said after the vote today, the Michigan State Police's Emergency Management and Homeland Security Division is working with Genesee County on the next steps. “But prior to a formal declaration, we are recognizing this as an emergency and are working with city and county leaders to coordinate efforts, streamline communication and tap all available resources at the state's control,” Murray said. Senate Minority Leader Jim ANANTCH (D-Flint) issued a statement today, saying, "This is an important step in the process and the Governor should make a swift decision. I'll continue pushing hard to make sure we receive additional resources that address immediate and long-term needs, and that they are used efficiently and effectively." A Governor's declaration of emergency would trigger more state resources and assistance with the crisis, and locals can request this if the recovery efforts are beyond the ability of the local government. Please keep in mind that while the switch to the Flint River was made by the EM, that decision would have never been an option if the city voted down the option to leave DWSD to construct a new pipeline and join KWA. The proposal to leave DWSD was passed by a 7-1 vote of the Flint city council where then councilman Neely voted yes, then was appointed to the KWA. Politically, I believe he keeps this up. I rather just stay the course, we will not be able to reel Neely in. However, before the EO is signed, I think it would be important for the Governor to brief several legislators, Neely and Ananich being two. In the meantime, we should focus on positioning the Mayor a the local leader on this issue. Best, Harvey

This proposal and work stems from the latest meeting & discussions with the Task Force this past Wednesday. The following highlights: @ The only two “enterprise wide” folks we have as Coordinators are Harvey Hollins and Chris Kalenske. | have changed their titles to reflect a role and not connote “We are in charge and to hell with everyone else”. Therefore | have changed the org chart and created a “dotted line” depiction—and also added the Legislative body as they (or subsets) may have a role here as well. @ But make no mistake, we are going to be accountable whether we should be or not so we are not syndicated the leadership that comes with the coordinating roles. | rewrote certain pieces of the proposal to reflect our inclusion, equality and partnership. But make no mistake, Harvey and Chris are the guys who will make this coordination effort work and if either of them encounter resistance with any of our partners in this effort, | have pledged to have their backs using my persuasive charm and bankruptcy tested mediation skills... @ | did not bring in more departments at this time. That is not to say they would not be value add, but there is a difference between an emergency response and planning effort, and introducing some other ways to get help and support to Flint. Note that even at $6 million over 2 years it does not include funding for the sort of long term monitoring of consequences of lead impact. But some of these people have a stronger interest in advancing their own personal agenda and not devoting any real efforts to solving real problems. They will only be welcome if they decide to pursue the latter behavior vs. the former. Unless someone thinks | really botched something up in the proposal, | would now ask Jarrod to give it final blessing and share with the Governor to get confirmation on the way forward.
