FWICC Subcommittee Chairs, The following subcommittees will present their priorties list at the meeting on Friday: Health and Education — Chaired by Lyon Water Quality - Chaired by Creagh Water Infrastructure Integrity - Chaired by Creagh The remaining 4 subcommittees will present next week, Feb. 19. This week we aiso will have a special presentation by representatives from the Netherlands regarding their experience in replacing lead lines in Amsterdam and how they can assist with the Flint infrastructure and drinking water issues. They are particularly interested in relaying how they built trust within the community as they replaced the lines. The final agenda will be sent later today. | miss one meeting, and look what happens We are the “KWA Subcommittee” of the FWIC My understanding, and why | what to check-in with you, is we are to address 3 questions (our 3 objectives): (1) Can we update some of the basic assumptions underlying the city’s transition to KWA? What has changed since the original estimates? Are the updated transition costs reflected in the city’s sewer / water cash flows? (2) What are Flint’s dollar commitments to KWA (both amount and timing)? (3) Can we update projections for Flint resident’s future water rates? What is driving future rates in the city? These questions are only intended to facilitate our discussion; we are not seeking written responses. xxxEND_PAGE:treasury01_b38_6783_6976_138 Questions for Michigan Officials Federal Funding e The Administration recently announced that it would provide $82 million in funding to the State of Michigan to help deal with the situation in Flint. It is our understanding that the money is the State’s allotment of FY 2016 Clean Water and Drinking Water State Revolving Fund dollars. ° Of the $82 million, how much is the State planning to allot to Flint specifically? ° What is the timeframe under which Flint’s allotment can be disbursed? e Upon the President’s emergency declaration for Flint, FEMA made $5 million available for immediate use for items like potable water and testing kits. What is the timeframe for disbursing these federal dollars? e What is the difference in federal funding that could be made available under the disaster declaration that Michigan sought, and the emergency declaration that the Obama Administration ultimately issued? e Does the State have an accurate assessment of how much federal assistance would be needed within the next 12 months and for what purpose (please see below)? State Funding e Does the State have any funds available from its FY 2015 allotment from the State Revolving Fund that it can dedicate to Flint? e How much funding does the State of Michigan have available over the next 12 months to work on fixing this problem? e Isit accurate that to-date, Michigan has provided $37.3 million for Flint relief? fe) Last week the Governor signed a supplemental bill to provide $28 million to Flint to supply free bottled water, faucet filters, and testing kits; place nurses in local schools for monitoring purposes; and enhance WIC services. What is the timeframe for disbursing these funds? fe) In Oct. 2015, the State provided $9.3 million to move Flint back to Detroit’s water system, test drinking water, and provide other services. Has this funding already been disbursed? e There is currently a measure pending in Michigan that would provide another $30 million in order to credit citizens’ water/sewer bills. Is this expected to pass? Is this $30 million entirely the state’s money or is it tied to a federal program in some way? xxxEND_PAGE:treasury01_b38_6783_6976_139 Focus of Needed Work Is the State’s goal to restore the corrosion control system or to replace the lead pipe infrastructure? How much actual, on the ground work can be completed in Flint in the next 12 months and what is the cost to complete that work? Ata briefing for Congressional staff yesterday, the combined federal agencies (HHS, EPA, CDC, USDA, and OASH) said the key issue right now is to restore the corrosion control system. Does the State agree with this assessment? What is the most accurate estimate for the cost to fix the corrosion control system? Also at that briefing, EPA relayed a non-federal estimate that replacing Flint’s lead service lines would cost about $75 million. ° EPA said Flint contains 14,000 to 15,000 lead service lines (combined public/private figure) and that it would take $3000 to $5000 per line to replace. Does the State agree with this assessment? ° Does the State have a breakdown of the number of public lines versus private lines? What is the most accurate estimate for the cost to fix the water infrastructure in Flint and what type of work is required to fix the water infrastructure? Identify staff with competencies in emergency planning, operations, tagistics, and finance as outlined under the National Incident Management System (NIMS) to work with the Coordinating Committee to track resource requests and document progress on the incident action pian. Establish a standard process for sharing pertinent information between all members including use of the NIMS and Unified/incident Command as appropriate. Establish routine communications protocols at the local, executive, and legislative levels as appropriate. Establish a public information protocol to effectively inform the community. Make recommendations for acceptable standards for potable water. Make recommendations regarding the health impacts for the affected population. Assess the status of Infrastructure and determine feasible actions to upgrade the water system. Establish subcommittees among its members to specifically address, at a minimum, each of the three following topic areas: Water Quality, Community Health, and Education. Assist the Govemor and the Department in implementing appropriate operations permitted under the Michigan Emergency Management Act or the federal Stafford Disaster Relief and Emergency Assistance Act, including local emergency operations plans and guides. Explore any avenues of funding for response and recovery efforts including federal grants, legislative appropriations, and private partners. The Director of Office of Urban Initlatives within the Executive Office of the Govemor and the Deputy State Director of Emergency Management and Homeland Security shall together serve as the Statewide Coordinators responsible for the administrative functions of the Coordinating Committes. c. The Coordinating Committee may utilize subcommittees and advisory panels composed of its members to assist in completing the functions of the Coordinating Committee. Flint Budget

Funding Request As a follow-up to our conversation this morning, attached are two documents related to funding the DEQ has received and requested for Flint. The first report indicates that $6 million of the original $7.3 million appropriated through a supplemental has been spent. The second email includes the request for an additional $6.9 million. The State Budget Office is aware that we need to have additional policy conversations regarding the second request. People were pleased with the G’s statement from the prior day. Captain Kelenske joined us and we had a very good discussion about moving forward with the creation of the Flint Water Crisis Agency Coordinating Committee (FIACC). Tim Becker and Captain Kelenske provided me with a fair amount of input. | also read the City of Flint Incident Action Plan for a State of Emergency which Chris received today (enclosed for those who wish to 1 xxxEND_PAGE:executiveofficeemails20_b1425_3624_3625_1 read it as well). | have distilled all of this into a two page plan that | want your edits and comments on and a one page organizational chart (now presented in the “governor’s colors” according to our fine people in Communications). Spoiler alert—I made Captain Kelenske Vice Chair of the whole shebang (with the Colonel’s blessing) so Harvey wouldn’t get lonely. Here is my ask of you: 1) Within 24 (sooner if you can) hours give me your comments and input 2) Tomorrow | will turn around a final document for Jarrod to review with the Governor either New Year’s Day or Saturday 3) Ideally, Governor will approve Harvey sending it to Mayor Weaver Saturday (Sunday latest) 4) Mayor needs to know that this is what the Governor wishes to discuss at the meeting January 7 along with financial resources that we still need some estimates on cost from DHHS for 5) Meegan and Dave need to noodle how best to get out front with this and change the narrative focus on Monday’s Genesee County declaration of emergency | know we are all working way too hard for what should be a rest and recharge period but | do appreciate everyone’s efforts and | know the Boss really does as well. Water Authority (KWA} has received a permit to construct an intake structure in Lake Huron from DEQ. if not already started, construction is planned for this fall. trecall some discussion with Genesee County about using the raw water line to also provide water for agricultural purposes and possibly a utility in the area. Staff (Mike Prysby} is meeting with the county Wednesday to discuss big picture technical iterns on the project. We will be sure to remind the county at this meeting that the water withdrawal permit is restricted to drinking water use. When we met with KWA and the city of Flint last spring, Flint had not yet decided whether to join the authority or not. We have not received word that a decision has been made. At one time, it appeared that DWSD would allow the city of Flint to blend DWSD water with Flint River and/or KWA drinking water; however we have heard third-hand that this may not be aeceptable to DWSD.
