David Murray

Week Good afternoon, Governor. Jarrod asked me to send you this release that the Mayor just issued. I believe you may get asked questions about some of the Mayor's comments. Dave Sent from my iPhone Begin forwarded message:

Hi Scott, The emergency managers — there are now none in a Michigan city — work closely with the Treasury Department. They have a regular schedule of reporting information to the Treasury Department and would meet when the need arose. The state Treasurer regularly meets with the Governor and provides updates. In the cases of the city of Detroit and the Detroit Public Schools, Governor has meet directly with the emergency manager, or the emergency manager would be included as a part of larger meeting with the Governor and members of the administration focused on Detroit’s challenges. The Governor was not part of the discussion about the switch to Flint River water. It’s important to note that Virginia Tech professor Marc Edwards and other experts have said that the problems did not arise from the change of the water source, but that the new source was not treated with the corrosion control materials. That transition is the subject of a study by the Governor’s Flint Water Task Force, and it would be inappropriate to get a head of the task force’s work. The group’s report is expected next month. Dave PS: Here’s a graphic of the emergency managers in Michigan. There are none in a Michigan city now. Three school districts have emergency managers, though one is expected to change at the end of the month.

Hi Dave, Terry and I did speak after 1 got your email, and he was very helpful from the treasury department's perspective. I'd still like to talk to you or someone on the governor's staff, given that emergency managers are appointed by the governor and serve at his pleasure. I'm interested in knowing how Gov. Snyder ensures EMs do the job he appointed them to do, and in the case of Flint, whether he was consulted or informed before the switch to river water in April 2014. My number is 443-955-9390. xxxEND_PAGE:treasury01_b39_6977_7316_029 Thanks, Scott

Scott, I'm going to introduce you by way of email to Terry Stanton, the communications director at the Department of Treasury, which has oversight over emergency managers. Terry is super helpful and a really nice guy. xxxEND_PAGE:treasury01_b39_6977_7316_052 Dave

Hi Dave, I just left a voicemail message and am following up with a quick email. I'm a Wall Street Journal reporter and would like to speak to you for a story I've been asked to do on Michigan's emergency manager law and program. One thing I'm trying to better understand is how the governor and treasurer and their respective staffs monitor, oversee, etc., the work that the emergency managers do. Can you please give me a call ASAP at 443-955-9390? Thanks, Scott Calvert Scott Calvert xxxEND_PAGE:treasury01_b39_6977_7316_030 Pleyte, Beth (Ti reasury)

Dave: I've attached an email from March 2015, which was sent by the Genesee County Health Department to a number of officials from the city and the state regarding an outbreak of Legionnaires’ disease and the potential connection to the Flint River. I’ve also requested comment form the state treasurer's office and Jerry Ambrose in an effort to determine whether this information was ever shared by the emergency manager — either with treasury, the governor's office, or other state agencies. | wanted to see if you would want to comment on the fact that the governor's appointee had knowledge of this outbreak and possible connection to the Flint River 11 months ago. Dave- I will work up a draft response and share w you for thoughts etc. Begin forwarded message:

Thanks Terry. The state's top priority right now is making sure the people of Flint immediately have access to safe, clean water, and that includes reaching every home to supply water, filters, repiacement filter cartridges and water testing kits. The administration is also working with independent experts on testing of the water and will continue to work with them going forward.

Dave... We generally don't comment on litigation, especially lawsuits we have either just received or have not been able to review. That said, seems we should (after noting we do t comment on litigation) point to on-going State efforts etc. If you agree, could you provide a couple sentences that would reflect consistently with what the administration has been saying in relation to on-going State efforts? Please advise and thanks. Terry Begin forwarded message:

Hi Terry, xxxEND_PAGE:treasury01_b40_7317_7621_125 I'm in a meeting with the governor. He's asking for some details for a timeline regarding the switch. Do we have dates and information about the exact communication with DWSB and Flint regarding rates, especially the part about the attempt by Detroit water and the rate demands? We are attempting to provide an accurate picture of the timeline, and difficult decisions faced by the city and EM at the time. Thank you!
