Agreed, though I think there's going to need to be couple of topline message points that get to Treasurer's review process very generally (ala Ron Fonger's piece that pointed out that one community is going to lose while another "wins" regardless of the outcome). Doesn't sound like Detroit may take lighlty if that ends up being outcome. We also do need a comms/outreach plan to make sure we've got all components and notification bases covered.
