Attached for your review is EBL water protocol with revisions made in response to EPA comments 2 through 8. Regarding comment #1: some of the issues raised by EPA will be addressed by the GCHD nurse case managers (e.g., filter maintenance). Other issues are difficult to address in the context of the protocol. For example, the timing of exposure relative to an elevated blood test and subsequent EBL investigation will vary between children and will be difficult to identify in most cases. In addition, it’s unlikely that most Flint homes would have been using a water filter prior to Oct 1, 2015. Given the limitations and the need to identify and abate relevant exposures as quickly as possible, the best we can do is measure current lead levels in unfiltered tap water as a proxy for past exposures. | need to share this with our contractors and oversight staff so the changes can be implemented. The response to comment #1 is somewhat complex and will vary depending on when an EBLL was reported. Does DEQ plan to respond or should HHS take the lead? Linda

Attached is the final residential drinking water sampling protocol that we’ll share with our contractors. George, please let us know when the sampling kits are ready to be picked up. Our EBL contractors are starting today, but will tell the residents that they'll return to take the water samples soon. | believe 2 more investigations are schedule for next week so it would be great if we could get at least a few kits ASAP. VA Tech protocol

FYI - Attached is the water sampling instructions used by VA Tech. Their protocol says the first bottle is the “first draw standard” and the second bottle is “targeting the lead service line”. Thanks Linda — So everyone is or the same page - Businesses thet wish to he tested can go through the lab and rust pay for the testing. They are not being offered free testing as is being done for residents. Since the docurnent MDARD prepared is specific to restaurants, atc. net sure that we have enough basis to suggest that rid-day flushing is necessary. But flushing is never a badidea. We'll keer this in mind as we proceed with developing recommendations for schoois. i believe as long as the Genesee County cio not use the water order is stillin place, we should be confident that bagged ice isn’t oraduced locally, Kevin — you ray want to place a caveat in the document just in case,
