Importance: High All— Please see below from Egan. This is essentially the same “?” Nancy Kaffer asked of Jeremy a couple weeks back. Intend to say something along the lines of the following...please advise. The Tucker-Young report offered an initial perspective on the situation, but as additional information was received and considered by the city, city officials determined that KWA offered the best long-term solution for Flint. As has been noted previously, all involved, the mayor and city council, believed the move to KWA was appropriate and supported the move. As we have discussed previously, consideration of the development of a Flint-area/Genesee County water system had been on-going since the early 2000’s and the City of Flint had been in discussions about joining a new system for much of that time.

Just spoke with Wayne. He has calls in to Flint and we are awaiting written confirmation that the city made the up-front payment to DWSD. If you need to respond before we receive that (from the city admin. or the mayor) he suggests something along the lines of the following: Our understanding of the original plan to re-connect with DWSD called for monthly payments from the city. Without consulting the State or the Mott Foundation, the city agreed to an up-front payment to DWSD (of the full amount). Importance: High All- Just received this from Dave Eggert... lam going to tell David that Treasury did send a timely response to the Representative. It was due (following a statutory extension) on Tuesday, September 29, 2015. Our response (attachment 1) went in the mail on Tuesday. As you will see, it was a “denial,” as Treasury does not have any records regarding “waivers, permits or applications to use the Flint River...” Apparently, the response has not arrived in his (Flushing, Ml) mailbox...or is arriving today. | have also attached the extension letter (attachment 2), which was timely-mailed as well. | don’t recall either grant being related to “the existence of lead and copper pipes, and the impact...of Flint River water” (Nancy's words) as neither had surfaced as an issue that | am aware of. Brad? The grants...which the City submitted applications for (which | do not have access to tonight)...were to be used for exactly what was described in the Gov’s release: $1.1 million for water system enhancement through improved waste management and $900k for system enhancement through leak detection and pipe assessments. The other $2.24 million you are asking about came from the state-approved (Treasury & DEQ) restructuring of Flint’s Drinking Water Revolving Fund loans. The restructuring saved the city the $2.24m...with $1.5m used to pay for the installation of a Granulated Active Charcoal filter (GAC) at the Water Treatment Plant. Below is a section from the Flint Water TPs distributed in late January-early February 2015. The City has received significant financial assistance through both grant programs and bond restructuring initiatives administered by the MI Department of Treasury. This financial assistance has allowed the City to replace miles of aged pipeline and begin efforts to install a specialized filter at the Water Treatment Plant. In February, Flint was awarded a total of $2 million through two Financially Distressed Cities, Villages, and Townships Grants. $1.1 million was awarded for water system enhancements through improved waste management while $900,000 was awarded for water system enhancements through leak detection and pipe assessments, On April 8", the City announced that it was moving forward with a series of actions to ensure the continued safety of Flint drinking water and address Issues of discoloration and odor. The most significant step will be the installation of a Granulated Active Charcoal filter (GAC) at the Water Treatment Plant. The GAC filter will help block or eliminate the formation of TTHM during the filtration process. A contract for the filter installation was approved by the State Treasurer with the project targeted for completion by mid-July. The $1.5 million project will be funded with proceeds from the state-approved restructuring of Flint’s Drinking Water Revolving Fund loans ($2.24 million). Please advise asap. | will send the 2 additional letters under separate emails. "Nancy... lam sending you a series of documents (3) to help frame the situation regarding Flint water. The first is a letter Flint officials sent to DWSD in June of 2012, requesting that Flint be allowed to "blend" DWSD water with Flint river water to keep costs for Flint reasonable and affordable. Please note that DWSD was increasing rates by 5- times. The second letter (Sept. 2012) from the city of Flint to the DWSD again requests written approval for the city to "blend" water, as requested in the June letter. These letters were sent to DWSD as Flint officials, including the Mayor and city council, considered a move to KWA vs staying with DWSD. In April of 2013, Flint received the 3rd document, from DWSD, terminating the contract with Flint effective April 17, 2014. It is my understanding that the City of Flint then worked over the next number of months to upgrade its water facilities, test those facilities for quality and efficient water supply to residents and to gain Department of Environmental Quality approval to use Flint River water until KWA was operational in the spring of 2016. She is doing a column for Sunday's paper that is a follow up to the paper's story that ran yesterday on Flint water quality. She asked for his comment, she said, since water system decisions were made under his term as EM. The following is the statement that he would like to send to Nancy. Her deadline is, as always, rapidly approaching. Apologies for short turn-around time. “The decision for Flint to join the Karegnondi Water Authority and to leave the Detroit Water and Sewerage System was made under the authority of previous Flint Emergency Managers prior to my appointment in October 2013. And, while the deal to sell the pipeline had been in process as | assumed my position, it was finalized after thorough review and with the health and well-being of all citizens -- from small children to senior citizens and everyone in between -- taken into consideration. An even bigger concern that we must all be paying attention to is the aging infrastructure and water distribution systems in all of our urban communities -- many of which are more than 100 years old. Where the focus should be placed moving forward is not on what we do in the interim between now and when the new system is complete, but what is done in the long-term to replace the crumbling water distribution system that exits throughout Flint and Genesee County. lam confident that the city of Flint is following the standards of the State of Michigan's Department of Environmental Quality for safe water compliance, as it should." For Immediate Release City of Flint Announces Action Plan to Maintain Safety and Improve Quality of Flint Water Flint, Michigan — April 8, 2015 — The City of Flint is proceeding with a series of actions to ensure the continued safety of Flint drinking water is maintained and that issues of discoloration and odor continue to be addressed. Most notably, the installation of a Granulated Active Charcoal filter (GAC) at the Water Treatment Plant is expected to be authorized this week by Emergency Manager Jerry Ambrose. The introduction of the GAC to the treatment process at Flint’s plant will absorb or reduce the chemical precursors which will block or eliminate the formation of TTHM during the filtration process. Engineering and design are underway and installation of the GAC is targeted for completion by mid-July. Cost of this improvement is projected at $1.5 million and will be paid for by the proceeds from the state approved restructuring of the City's Drinking Water Revolving Fund loans. In addition to the installation of the GAC, the City of Flint is undertaking a number of other improvements to the water system in the coming months, including a water leak detection monitoring, completion of the hydraulic model and subsequent targeted hydrant flushing program, and the replacement of two miles of water main pipe in a critical area of the city. All of these improvements scheduled to occur within the next six months. “The replacement of this two mile section of pipe along Dupont Street has been identified by a water reliability 1 xxxEND_PAGE:executiveofficeemails21_b0413_0844_0846_1 study as a significant piece of infrastructure and will greatly improve the movement of water in that area of the city,” said Dept. of Public Works Director Howard Croft. The MDEQ has given its approval to the project and the process of bidding for construction will begin next week. Construction will take place during the summer of this year. Ongoing repairs and maintenance also continue to improve the health of the system. To date, about 200 water main breaks have been repaired this year. Whenever major work that may disrupt service is scheduled, the City works to notify residents in the affected area with signage and with posts to cityoffiint.com. Updates will include the area of work and the estimated time of completion. Each main break repair stirs sediments in the line. “Residents should know that there is a chance of discoloration or odor any time work is being done on a main in their area,” said Croft. “This is nothing to be alarmed about and it doesn’t mean the water is unsafe.” If discoloration of water or odor occurs due to repairs, residents are reminded that running the water for a few minutes should clear the line. Along with maintaining the safety of the water, addressing quality and affordability are top priorities. The steps outlined above are indicators of the City’s progress in addressing the most pressing concerns surrounding water. "Those advocating for a return to DWSD do not want to recognize the financial realities of such a move. Not only would such a move increase the City's costs by more than $1 million per month, but the water from Detroit is no safer than Flint water, as both entities are measured by the same MDEQ standards that have been in place for years. Why anyone would want to send a million dollars a month to DWSD rather than make necessary repairs to the City's own system is beyond me."
