State Emergency Operations Center Meeting Tomorrow

Importance: High Fellow PlOs, Gov. Rick Snyder today declared a state of emergency due to the ongoing health and safety issues caused by lead in the city of Flint’s drinking water. The State Emergency Operations Center (SEOC) has also been activated to coordinate response and recovery efforts. There will be a briefing about the this incident at the SEOC at 9 a.m. Wednesday, Jan. 6. | am asking a PIO from each key agency to attend the briefing. Key agencies include: e Department of Health and Human Services e Department of Environmental Quality e Michigan State Police e Governor’s Office In addition, we will be also developing a public information strategy for coordinating messaging during this incident. The SEOC is located at 4000 Collins Road in Lansing. Please enter through the north gate. When you get to the gate, please buzz in and tell the guard your name and that you’re there for the briefing. Follow Up Flag: Follow up Flag Status: Completed Hi Angela, | had a chance to speak with Michelle today..and we discussed how to attack the CLPPP parent packet moving forward. There is a lot of information that was shoe-horned into some of the handouts that | think can be streamlined and more concise. In addition, | think it would be helpful to review the revised materials against the docs that Michelle is creating to help arrive at common language....even for simple things we seem to have 3 or 4 ways that we are conveying our messages. My preliminary thoughts/suggested edits are attached. As for parent letters--we have two letters that need to be considered/reconsidered. There is the letter that you and | created in October with "the committee" which was sent to all the parents with school age children in Flint. I'm not sure if this is still being used...or how it will be used in the future. If it is still in circulation, we can certainly make some modifications so that it matches the documents and is easier to read. The second letter is a letter | came across that is used by the GCHD. It is the letter that is sent after a child is found to have an EBLL. | believe it will live in two places--1) at the health department with the case managers and 2) in the binder that Michelle is creating as a reference tool for parents. The Flint case managers have indicated that they are open to revisions to this letter...and | would strongly suggest we take a look at it to ensure the language they are using matches the handouts/general parent letter. (For instance, there is nothing about water or water filters in this letter....). Hope this is helpful. Call me with questions or clarifications. Otherwise--see you next week. Updated Flint Blood Lead Report

Hello everyone, This afternoon we will be issuing the attached press release about the updated Flint blood lead level report, as well as the report itself. Of note, this report has changed slightly. Under past reports, people with an age of 5 % or 17 % were rounded up to be in the 6- 17 and 18 and older columns because of the way the data was pulled. They are now under the proper categories so while they may have switched which age bracket they fell into, the total numbers remain the same. Hi Brad - for your review: Hi Paul, On the first question, fd recommend reaching out to the Governors office, We know that the report is ongoing but as it’s independent of MDHHS or DEG, we wouldn't be able to give you an update on its status. aE: Environmental Protection Agency on their investigation as well as the Centers for istase Contral and Prevention for their support. if the US. Justice Department ar FBI were interested in investizating this issue, we would cooperate and assist as we can, Already the State has been providing elevated blood lead level investigations in Flint and doing case management for families when an elevated blood lead level is detected. We've also been working closely with our in terms of your other two questions, as you know we're working already with the federal gavernment at the community partners at the local health department and health plans to conduct testing. The instance you referenced below and the current issues in Hint involve two very different sets of circumstances, As there can be exnesure to lead ina variety of ways, not just water, we belleve that the current effort through follow up with nurses is the best approach for identifying and rechicing exposures to lead in the community as a whole. Gre Gt BOV> Hi Brad/Angela: | am writing a story for Friday’s paper about former Flint Mayor James Sharp, Jr. calling for federal investigations and more comprehensive outreach efforts to contact and test those who may have drank Flint water containing unsafe levels of lead. Sharp, who was Flint mayor from 1983 to 1987, also has another somewhat unique perspective on the issue of contaminated drinking water. He was a U.S. Marine stationed at Camp Lejeune in the 1950s, where it was later determined drinking water was contaminated with cancer-causing chemicals such as the dry cleaning fluid perchloroethylene. Sharp told the Free Press in an interview Wednesday that his daughter born on the base, who died at the age of two months, may have been a victim of the toxins. Sharp said after learning of the contamination in the 1980s, officials created a database and contacted him and thousands of others who may have drank the water. In 2012, President Obama signed federal legislation providing medical care to those who drank the Camp Lejeune water. xxxEND_PAGE:deq15_b358_1538_1539_1 Similar actions, along with investigations by the U.S. Justice Department and FBI, need to be taken in response to the situation in Flint, Sharp said. What is the state’s response to Sharp’s suggestion of creating a database of everyone who might have been exposed to the water and attempting to contact and test them? Good evening team, Thank you for the continuing effort on this release. | know much hard work has gone into this. Meegan and | worked on the release — | appreciated her fresh eyes — and made some wordsmithing changes. Governor has asked for some additional information to be included as well. Most of the changes are marked in bold. Please review them. Governor has asked: Do the elevated lead levels stick with a person for life? Why do the lead levels spike on a seasonal basis? We took a stab at answering this, but please review. We also need a breakdown of the 1,361 people tested by child and adult, so we can say 21 of XXX children tested.... And 9 of XXX adults tested... The questions are below in the chain: 1) The total tested through the hospitals? 2) Of those tested through the hospitals, how many were under 16? 3) Of the kids under tested through the hospitals, how many showed higher levels of lead? Finally, 4) Of the total numbers tested, how many were Medicaid recipients? Can we tell, based on the reporting lab/provider info, which were done by hospitals? if so, can we breakclown those tests by the questions above (age, EBLL, Medicaid)? Angela
