KWA 60% Plans

60% plans for the KWA pipeline Contract S-4007 (Flint’s portion) has been received and loaded on the Lansing Central Drive (T). This also includes the 60% Design Report. KWA Meeting Schedule

I believe we had a very productive meeting on the 10th. Covered many issues and developed scheduling that will be efficient/productive for all concerned and work within the compressed design schedule established to more the project quickly. The next meetings, including DEQ staff, are as follows: -Workshop-November Sth at GCDC at 8:00AM. The first hour, for the DEQ staff, will be devoted to a pipeline surge analysis presentation, -Pump Station Review-November 19th at 8:30AM at GCDC office. The 60% PS drawings will be submitted to GCDC 11/6 and then GCDC_ [WT] to send to both DEQ offices, -Pipeline Review-January 6, 2014 at GCDC office at 10:00AM, the 60% pipeline drawings to be delivered to GCDC on 12/13 and then GCDC [WT] to sent to both DEQ offices. I was agreed that Larry Osborn will hand carry a flash drive to both the Lansing and Saginaw DEQ offices, of the 60% plans, to expedite the review process and they to put on a LAN system as appropriate. It was agreed half size drawings are appropriate at this review stage. It was further agreed that Larry Osborn will email the pipeline PDR and Matt has sent the pipeline map. Meeting with Flint City and GCDC Office

At our last meeting we discussed a tentative meeting date of June 12th. However, Flint City is in the process of selecting a consultant to review the WTP on how to activate the plant on a daily basis, if needed. That consultant will not be on board until after the June 12 tentative meeting date. Therefore, until a WTP consultant is selected the June 12 meeting is postponed until further notice. It will be necessary to meet with MDEQ, on final design criteria, for the KWA project, but it is hoped we can schedule a joint meeting with both Flint City and GCDC to encompass both projects. See attached DWS5D news release with DWSD Director's statement on Flint’s decision ta commit to purchasing raw water frorn the KWA. In my discussion with Brent Wright, Flint WTP Supt., there is speculation {concern} of what may happen when the termination of the water service agreement with DWSD becomes effective on 4/17/2014. Current speculation is that DWS5D may attempt to recoup thelr “stranded costs” by adding it to Flint’s ready to serve and/or cormmodity rate for the remaining time that they need to purchase water from the DWSD (from 4/18/2014 — till KWA water can be piped to the Flint WTP}. John o’ Malia called me back to confirm the KWA meeting date with Genesee County at their office. The meeting will be on Friday Feb 3 at 10am. John will be sending us an official e-mail notice tomorrow. John also asked for Steve Ashford to attend the meeting due to his anticipated role in plan review and permitting the transmission main component of the project up to the raw water reservoir. Great answers, Mike. The only camments/clarifications | have are in regards to the question on the use of the DWRE to operate the treatment plant fulltime. The DWRF may be used to construct facilities necessary to make full time operation feasible. However, it should be clear that “operating costs” are not eligible. Also, ary application to the DWRE requires 4 comprehensive, 20-year project plan, not a one-time, prohect specie request. The fact that the city of Hint recently turned down a DWRF loan even with a significant portion of it to be “forgiven” thet was intended to address high priority distributian systern needs cannot be overlooked. The city would have to inchide these needs in any revised/new project olan and satisfactorily explain any decision to not inchide these distribution improvements in this new loan anplication.
