Potable Water for a remote Raw Water Pump Station

DWEs, The newly formed Karegnondi Water Authority (KWA) will serve drinking water to Genesee County and Flint in the near future. The intake has already been permitted by yours truly. A raw water pump station is under design as we speak. Gary Williams of Jones & Henry Engineers called to ask what DEQ requirements would be to provide 35 gpm of potable water to the raw water booster station for drinking fountains and safety showers/eyewash stations. Jones and Henry proposed a well or SWT plant to meet this need. I told Mr. Williams about the nearby Lexington Worth Township Utilities Authority Type I CWS. He indicated there might be heart burn between LWTUA and KWA. If so, would a well or SWT plant design for 35 gpm and servicing one service connection be a type I or II system? My vote is no! John o’ Malia called me back to confirm the KWA meeting date with Genesee County at their office. The meeting will be on Friday Feb 3 at 10am. John will be sending us an official e-mail notice tomorrow. John also asked for Steve Ashford to attend the meeting due to his anticipated role in plan review and permitting the transmission main component of the project up to the raw water reservoir. On December 13", 1 received-a phone call from John O’Malia, who will be coordinating the efforts between Wade Trim and AE COM for the Genesee County Drain Commission (a.k.a. KWA). The latter firm will be charged with developing the design criteria for the entire project and the preliminary transmission line route selection and the easement surveys. Wade Trim is involved with the intake construction project.’ The initial design criteria should be available in January or February of 2013. The present intent is to break the project down into several pieces for the actual design, such as having separate design projects for the low lift pump station, transmission line, reservoir, SCADA system(s) and treatment plant. The request for bids for the design work for each portion of the project may be advertised next month. There may be several consulting firms participating in the overall design. Genesee County will request to meet with ODWMA staff to discuss the design criteria early next year. The city of Flint has provisionally accepted the offer to join the KWA. The city’s approval is subject to the subsequent approval by the Department of Treasury. The state’s approval (or possible hearings leading to the approval) is expected in January. There may be some opposition by DWSD about Flint participating in the project. . Genesee County has approved the sale of $30 Million of bonds. The County plans to provide the ability to back flush the intake; however, these provisions are planned to be incorporated into the pump station piping design. Having two intake cribs will enable us to supply water in he event one is damaged by a boat collision or jost by icing. 2. We don’t believe that corrosion of the hardware will be a problem. Underwater, there is typically less available _ oxygen so corrosion occurs very slowly. Warren Green indicated that a recent video inspection of the Saginaw- Midland intakes showed that the hardware was in good condition. One intake was installed in 1947 and the other in 1994. Warren indicated that hardware on the 1994 intake still has paint on it. The paint specified for our project is a high quality 2 part epoxy. Also, the design for the crib is based on 20% of the strength of the hardware, so substantial loss by corrosion would be needed before there will be an impact to the integrity of the crib. 3. There is a reference in the specification regarding how the timber is to be grade-stamped if the timber will be stained or visible, but we will not be putting a coating or stain on the timber. : If there are other questions, please let me know. Jim, | have completed my review of the Lake Huron Water Supply Initiative Intake design and Junction Chamber. | have the following questions: 1. The top of crib 1 is 10 to 12 feet below the water surface. The top of crib 2 is 16 to 18 feet below the water surface. This raises two concerns. The first concern for crib 1 one is whether larger boats will run into the crib. The second concern for both cribs is whether both will plug with frazil ice at the same time. Question: Does the design include intake back flush capability? 2. Specification section 05550, “Bolts, Anchor Bolts, Expansion Anchors, and Concrete Inserts” indicates that submerged non-stainless steel metal parts will receive epoxy coating at a minimum. |am concerned that these . coatings will not last 50 years. What is your opinion? 3. Specification section 06130 “Heavy Timber Construction” indicates that the timber on the intake will be stained or have a natural finish applied. On May 23%, | met with representatives from Rowe Engineering and Lockwood regarding the proposed intake for the Karegnodi Water Authority. Initial plans for the intake line may be submitted to the SBD Office about July 1". At a later date, plans may be submitted for the low Jift pump station and raw water transmission line. The consultants are proposing a “85 MGD intake structure with a single 72-inch line gaing about a mile into Lake Huron. There will be two intakes and Dougias fir timber cribs. The internal velocity of the line and intakes will be less than 0.5 fps. About the only suggestions that | had for the firms was to ensure that any coatings used in the intake line meet ANSI/NSF Standard 60 and the line sending oxidants to the cribs be compatible for chlorine and sadium permanganate. Following the meeting, | met with James P. Baker, the ONR Fisheries Division’s Southern Lake Huron unit.
