Some highlights of the manager’s meeting on Monday. We didn’t get through a lot of the agendas and | missed the first part of the FOS due to the SMT meeting. - DLARA Licensing letter (see associated email) - Office of Auditor General ODWMA Audit — no decisions, still preliminary, but they are reviewing some Lansing District files. - Inservice, August 13 at Lansing Comm. College — FOS/CWS has 20 minutes and my understanding is we (Lansing/Jackson) have 3 minutes of that time - RRD site closure — we continue to work with RRD on site closure issues/process - Enforcement — a number of cases statewide were updated - Flint EPA Lead Issue — | was asked to provide a briefing on a high profile issue with Region 5 regarding lead in Flint - Classification of Water System policy is under review/revision, draft will be provided for comment. My schedule has been chaotic the last couple weeks, but | wanted to give you a little update as to what has been going on and what is upcoming in case you’ve missed me. | am in Lansing today to work on some Flint stuff and try to get a little organized for the weeks ahead. - EPAhas released its own non-enforcable health advisory levels for the algal toxin microcystin, and draft implementation guidance is expected to be finalized by mid-June. The HAL’s differ from what was established by WHO and this will impact communities in Monroe County. Jerry, Jeff, and | will be working with them to make sure everyone is on the same page about monitoring and public notification should an event occur. As of now weekly updates from NASA and Michigan Tech indicate that nutrient loading is down significantly compared to previous peak years in that area of Lake Erie. - Flint continues to get results below the 80 ppb level for TTHM’s but will remain in violation, unless August results come back low. An inquiry from Rep. Neely was addressed last week and the City is permitting replacement of filter media with Granular Activated Carbon. = have been trying to scratch out time to keep working with Kurt on training, but appreciate Lansing District staff transferring their historical knowledge of the systems in his district. urt and Jeff will be attending a multistate EPA sanitary survey training course here in June. - The 2012 Michigan Plumbing Code is being updated based on the 2015 International Plumbing Code and the committee | have been working with on this just finished substantially completed) the draft this week freeing a couple of dates that had been on hold. - Work on the EPA lead-free law implementation federal workgroup has slowed since a public meeting was held last month, and my role should be closing out soon. - | had the opportunity to attend a Leadership Forum in mid-May where Governor Snyder gave the keynote speech in the morning and | attended sessions on infrastructure funding xxxEND_PAGE:deq04_b443_4737_4739_1 attended by MDOT, ASCE, and Mayors of E. Lansing and suburban Detroit. The other session was on Data Management with representative from DTMB, consultants, and a Detroit data project. | ended up sitting down with member of the Public Service Commission to discuss some AWWA proposals and a SEMCOG consultant to discuss the DWSD/Great Lakes Water Authority. The ODWMA is being audited by the Michigan Office of Auditor General and with the Lansing District providing the easiest access to the community water supply program we are being asked to “show off” our work. OAG staff will be imbedded with ODWMA on the fourth floor for a few months so this isn’t just a simple/quick process. We had a brief meeting this week, but may need to spend some time to help educate them on what we do and just how we do it. The AWWA Groundwater Source Water conference was earlier this week and attended by several of you. | gave a presentation on microcystin and the harmful algal bloom situation in Lake Erie yesterday that appeared to be well received. The content of the conference was overall very good. (Director Wyant was the keynote and gave a specific shout out to our district and indicated that ODWMA is the best at customer service/compliance assistance). Yesterday | attended a meeting to discuss implementation of an Electronic Data Management system within ODWMA. The Office is at the top of the lineup within the Department for implementation and district community water supply implementation will begin in the Lansing and Jackson districts over the next 2 years. This will be a huge shift in how we all conduct our work and there will be a lot of growing pains as we move through the process and get our legs under us again. (More on this will be discussed in Jackson on Monday) Monday is the Director’s first district roundtable visit where we are bringing in local stakeholders to discuss their issues, and Director Wyant will also spend some significant ime with district staff. Liane is going to attend and will spend time with staff as well. The Lansing roundtable is in mid-October. continue to work with others in ODWMA to help define how the office will proceed with addressing secondary treatment systems at water customers, and have future meetings with the hospital association and DLARA programs for plumbing, building, and health care acilities. Following discussions from a Lansing ODWMA staff meeting last month we will have a planning meeting next week regarding a statewide drinking water lime reuse/disposal workshop for lime softening WTP’s. This will include OWMRP, OEA, and MDARD staff. Hi All, According to the population figures in SDWIS, below is a list of Schedule 2 water plants that will have to conduct a second round of Crypto, E. coli and turbidity sampling from their raw water source(s) starting in October, 2015. This monitoring is required by the Long Term 2 Enhanced Surface Water Treatment Rule and Act 399. As areminder, a Schedule 2 water plant serves 50,000 to 99,999 people OR belongs to a Combined . Distribution System in which the largest system serves 50,000 to 99,999. The plan is to forward to the appropriate district engineers a sample letter and onioing Plan template that they in turn will have to mail to the plants. The letter explains the source water sampling requirements while also reminding them that the monitoring plans have to completed/submitted to the district office’s by July 1°. Now that we have Kurt on board, there is a need to balance workloads between our 6 FTE engineer positions within the Lansing and Jackson Districts. Attached is the redistricting plan moving forward with a quasi-start date of April 1 (the fiscal year mid-point). We will begin making these changes in SDWIS so that you can begin planning for visits and surveys for the 24 half of the FY. It is recognized that survey and visit timelines will need to be smoothed back out to spread them over the 3 year cycle and some surveys may need to be conducted earlier to make that happen. While there are still some details to be worked out on things like file coordination, staff should plan to close out or transfer work regarding community systems that will no longer be in their subdistrict over the next couple weeks. | anticipate a lot of team effort will be needed the rest of the fiscal year to bring each other up to speed. Con Hall is closed today but is expected to reopen on Tuesday. However, DeWitt Public Schools are already cancelled for Tuesday so | will be on AL that day. Wednesday I have a program to attend at the Michigan State Police Offices. A meeting originally scheduled in Flint today has been rescheduled for Thursday morning. | should make it back to Lansing with Mike Prysby late in the day. Here is the latest updates | have for everyone. RMG Central staff will have new phone numbers soon for their move into their permanent space on 4S in con hall. Fax numbers will change too. Lansing district will have new numbers when we move to 1S in October. (We will probably hold off until the final fax numbers are in to order Lansing District business cards). Cell phones for district staff - Due to the phone changeout in Con Hall Lansing District Engineers (Mike, Bethel, and Mark) have agreed and been assigned Iphones instead of replacement desk phones, based on their time spent in the field. These staff will be the pilot case to see if there is enough benefits to outweigh the additional cost. Brad Wurfel Media Training. ODWMA may schedule some dates to go through media training with Brad. If you haven't done this before (or recently) it is a good training for dealing with both newspaper and TV reporters. ODWMA Training School - Liane is considering a training for recent employees similar to the AQD Tuesday school. It’s a combo QOL/DEQ/Division orientation program. Highland Park — There are ongoing discussions to have DWSD takeover Highland Park. DWSD Authority - There are multiple proposals currently under review to convert DWSD into a separate Authority. DWSD Bankruptcy — Impacts unknown at this point but DWSD owes $470+ million in SRF (sewer) loans and $21 million DWRF (water) loans. DWSD has paid 2013 annual fee, 2014 fee will be mailed at end of this year. ODWMA Inservice Training — RAM Center 8/4 and 8/5 2014. (2/3 wanted July date, but this ended up the closest available) Probably run 10:00 Monday — 3:00 Tuesday. Can stay at RAM or State Campground. The committee is set but hasn’t met yet. Please contribute ideas for the training. Development Opportunity — Enforcement is looking for senior staff to be Chair/Moderator for various hearings. These would be for other division programs that you don’t work in (to be impartial you can’t mediate your own program). It would include some writeup work for each hearing you participate in. Let me know if you want to be included in the list. Contact Sue Maul if you want more info. Paul Sisson discussed the recent incident in Traverse City with a splash pad contaminated with sewage. Based on the information available at the time of the review the correct decisions were made, there was no political pressure to issue the permit, we were trying to provide good customer service. Director Wyant met with Paul and Liane and had a good discussion about the review process. Liane wants everyone to know that you should never feel pressured to compromise a review. Telling someone that a project is not currently approvable is perfectly ok when answering inquiries from the legislature and front office. xxxEND_PAGE:deq11_b066_0153_0155_1 - GW Contamination Assistance — Field staff may be asked to assist with GW Contamination Investigation projects to collect time sensitive samples, and verify construction work. Many staff in this program retired and the couple of remaining staff need help to get these time sensitive items complete. - Source Water Assessments — MGMT should have all provisional delineations in DW GIS now. If we have newer wells without a source water assessment or wells that should have an updated source water assessment, please check with Jean Shekter and Jason Berndt as a new form may now be available and they can help complete part of the assessment for you. - MHP old records — non-drinking water records for MHP’s that were held when the program folded into the PWSS program will be given to WRD if appropriate or disposed of as LARA should have copies of these records. We will retain any DW records for MHP’s in accordance with our retention schedule. | will work on separating out the large pdf files. - All Hazards Emergency Response Checklist — Richard provided a document from EPA he got at the ASDWA meeting that provides a list of questions to ask when someone calls about various emergency situations. hte: //water eoa gov/infrastructure 713004 odf - Charlotte GWUDI Report — Charlotte submitted their report on the year long study to determine whether they are aGWUDI. They will remain a groundwater (D) system, but must take action to plug one of their older wells. Bethel is working on the response letter. - Flint WTP is trying to conduct a test run that includes operation of their softening equipment. Mike, Liane, and | plan to check out the operation next week. We were contacted by Mlive regarding some proposed plant improvements, and consideration for use of Flint River in the interim until KWA is available. However all parties continue to work toward continued supply from DWSD during the interim period. - Lansing and Jackson Districts have scheduled field visits with the Director. ODWMA will showcase the Monroe WTP in Jackson District and the proposed Alma and St. Louis consolidation project in Lansing District. - Participation is encouraged for all of the following activities: DEQ Short Course Instructors AWWA Annual Conference AWWA Regional Meetings - We now have a Data Coder in Lansing Central, she is being trained and will be helping out in the Lansing District initially. - Lansing District is now scheduled to move into swing space in Con Hall on 8/16-8/19. - If you have issues for the management meetings (ODWMA All or FOS) please let me know and | will carry them forward. On a personal note, please excuse my absences over the next few weeks. | am supposed to close on the sale of my house in Grand Rapids next week and will hopefully be closing on a home in DeWitt by mid-August.
