SUBJECT: City of Flint Sole Source Contract Approval — GAC Filters On April 9, 2015, the City of Flint requested approval to amend the existing contract with Lockwood, Andrews and Newnam, for additional design, procurement, and construction services, not to exceed $1,601,740, for a total revised contract price of $2,980,440. The purpose of the project is to replace the existing filter system with a new Granulated Activated Carbon (GAC) media that will assist the City in reducing the levels of TTHM. As the monetary value of this proposal exceeds $50,000, Section 12(3) of P.A. 436 of 2012 is implicated. To satisfy this section, the State Treasurer must approve this request. Because the purchase of the GAC Filters is necessary for the City to provide essential services to its residents and address TTHM concerns detailed in the Flint, Michigan Water Quality Report, I recommend that this contract be approved. Because there has been so much controversy regarding the water quality in the City of Flint, we consider this water improvement project to be urgent.
