Since | am out of the office, | did not want to respond to all in case | am missing parts of the conversation. My thought is the appropriation could go in either DEQ or DHHS's budget. If included in our budget, | would suggest a $6 million appropriation for "Flint Drinking Water" with $1 million from settlements and $5 million from general fund with boilerplate language indicating the $6 million shall be paid to DWS for the reconnection of the Flint water system. Flint Supplemental

The Senate just passed House Bill 4102 and inserted a $100 placeholder for DEQ and DHHS for the “City of Flint Emergency Water Services.” In talking to DHHS and SBO, DHHS already has spending authorization so we can simply transfer the revenue (a supplemental is not needed). | just wanted to make sure you are aware the bill is moving. | will leave a copy of the supplemental in your office or with Mary Beth. xxxEND_PAGE:deq25_b228_3388_3388_1

Office of Auditor General - Drinking Water Audit

Dan, Jim, Maggie, Madhu, and Brad, The Office of Auditor General sent the attached report to the legislature this morning indicating they will be doing an audit of the Office of Drinking Water and Municipal Assistance. One of their objectives is “to assess the sufficiency of ODWMA’s oversight of the State’s drinking water supply and environmental health programs.” Typically, the OAG is very good about discussing potential issues they see prior to releasing any report, but | wanted to make sure you are aware of the audit especially with everything going on with Flint.
