Terry, I wanted to see if you could provide me some more context on what looks like a third-party study on Flint water that was conducted for EM Jerry Ambrose by Veolia in March 2015. The health and welfare of Flint residents is a top priority, and we’re committed to working closely with Mayor Weaver and the Genesee County Commission on a coordinated response to health and infrastructure issues. After the County Commission’s vote today, the Michigan State Police’s Emergency Management and Homeland Security Division is working with the Genesee County Emergency Management Coordinator to gather information about the resources needed for a Governor’s declaration. The state police have been closely engaged in the situation since the beginning, meeting with both county and city leaders to guide them through state and federal laws regarding the emergency management process. First, on SB 865 from 2012, I wanted to see how both the $5.78M and $780K were spent. "| According to the bill language, the $780K is for ' Treasury “to administer the provisions of this act and to pay the salaries of emergency managers." And on the $5.78M is "to administer the provisions of this act, to secure the services of ' financial consultants, lawyers, work-out experts, ' and other professionals to assist in the : implementation of this act, and to assist local | governments in proceeding under chapter 9." I'm particularly curious about the last one, given the specific of chapter 9 bankruptcy. This bill was signed into law about half a year before the city of | Detroit entered into its Chapter 9 case. Both appropriations were made for FY 2013, but , both were made work project appropriations, so ' T'd love to know if there were any left over funds as it pertains to this bill. ' Next, I have HB 4361 from 2011. This bill had ' $1M appropriated to Treasury (I believe) to begin implementing the requirements of the bill. I'd like to know how it was specifically spent. Hi there Jacob — Sure- and to be clear, we still haven’t been served yet so can’t comment on specific details. What would say is that we’re focused on moving forward and ensuring public health and clean, safe drinking water. The governor has outlined a detailed multiple step action plan for both immediate, mid and long term. He has also appointed a task force doing a very important job of reviewing all past actions. They are a bipartisan group of people of the highest integrity, experts in their fields and widely respected who are going to do a very thorough, objective review. Brad, Sorry for harassing you here, I do understand you've got a lot on your plate. If it helps you, I just wanted to lay out a few of the questions I needed some help with for a broader follow-up on the Flint water situation, as it relates to water infrastructure in general across the state: -- With regards to lead pipes for drinking water, the consensus I'm getting from folks I'm talking to is that cities are doing a pretty good job replacing these in the public right of way but there's still the private lines to the homes that are the problem. Generally speaking, what authority is allowed to the state/local utility for replacing private lead water pipes, and who is ultimately responsible to make sure this happens? -- Another thing I'm picking up on is that when it comes to asset management, we've been a little slower at taking stock of water infrastructure and what condition it's in (or even where the pipes are at, according to one source) than roads, for instance. MITA was actually telling me there's some recent legislation that directs DEQ to gather more data from local governments on the state of their water infrastructure. Those are the two main points I'm coalescing around for my story. Depending how time we can make, if you guys can provide some more details on the history of state appropriations directed to water infrastructure (I've heard it's dried up in recent years) that might help as well, plus any DEQ initiatives in these areas you think would be pertinent to the story (someone mentioned one of the department's SAW grants).
