We have updated the residential lead direct contact criterion to 200 ppm in soil. This is a draft value which is subject to change. The criterion is generated by the EPA Lead Biokinetic Uptake Model which considers exposure via drinking water, soil, ambient air, and diet. The associated drinking water concentration is 1 ppb. Does the use of a Part 201 drinking water criterion of 1 ppb present you with any heart burn? Thanks for your input! Lois, You raise a really god question with respect to large multi-unit dwellings. From what! have been able to see there are no protocols written for such a scenaric arvi unfortunately there does not aupear to be a practical way of dealing with such 4 situation. While it would be great to be able to get a large commlen to cease water use, this is not really something that could be done practically while the building is occupied so we will simply need to use the prateacol as is and add a comment to the report when these types of situations ceccur. My comments on the attached draft are in ius Do DHHS staff want training for sample collection? Is a sanitarian from Genesee County also attending? Wondering about the account billing number, is this the same as for the Flint schools? How are the sample analyses being funded? Add a list of items needed for sample collection besides the sample units, rubber bands, Request for Analysis forms such as one red fine Sharpie permanent marker, one ultra -fine black Sharpie permanent marker, clip board, flash light. Step 3, page 2 | added “cold” after BF = bathroom faucet to clarify cold water not the hot water side. xxxEND_PAGE:deq16_b3_0014_0687_282 Are we providing instruction where to place the sample location identifier (i.e. KC-P1, KC-P2, KC- A1...)? | would suggest the Sampling Point description box if the collection address in that same section of the form is already completed. Perhaps a sample Request for Analysis form filled out with information attached and refer in the document as Attachment 1? (Including billing number?) Step 4 Prior to Sample Collection — | would move this higher to position Step 3 and right after Step 2 identify taps to be sampled if there is a home visit the day before or so to inspect plumbing. Otherwise if Step 1 & 2 is on the day of sample collection, move this above the current Step 1. Wondering about recommended morning arrival time versus the family’s morning routine to ensure no water has flowed through the plumbing; such as contacting the residents for appropriate appointment time. Step 5 OK but we are also instructing to identify the sample as KC-P1, etc. so this part should be modified. Step 6 — consecutive sampling | see that these are for home samples, but | was wondering if there might be apartment samples, one former single family home split into multiple units or multi-family apartment building and wondering how these instructions would be applied for the consecutive sampling portion. How to control the water shut off period? If multi-family apartment building, how can DHHS staff determine if there is a treatment system (softener, filters, etc.)? -ls there more clarification needed for how to deliver the samples to the DEQ DWL? Is postage also provided, mailing boxes, or instructions to ship by UPS not US mail?

Based on what we learned from this past Saturday, see attached revised working draft. There may be items | am unaware of and am interested in making sure this procedure is accurate. We figured out some time saving steps for paper work and labeling units that | adjusted in the draft document for next time. | am still a little uncertain about noting the name of the sample unit, and the test code. (i.e. my ‘normal work’ might be 36VO sample unit for CXVO test code, etc.). Perhaps for George to answer, if the sample unit is 32CC (125 ml) or 36CC (1 liter) is it assumed that the test is for lead and copper so no need to write the test code? | made some adjustments to the working draft sampling protocol base on my experience from the Oct 24" sampling event. Looking for consistency on what we call stuff: container/sample unit/sampling containers/bottle; sample sites/sample locations/outlet; Sample collection location code/unique outlet code etc. We have two Collect the Samples sections that could be brought together, me thinks: Step 6, and the How to Collect an Initial First Draw, How to Collect Flush Samples could be merged. | didn’t save a copy of the pre-filled Request for Analysis form from last Saturday’s event. We were using the 36CC sample unit for lead and copper. Was copper also analyzed? Or just lead? | only saw draft lead data. What is the DEQ Drinking Water Lab test code for this testing protocol? So far | am OK, but will have some conflicts with weekends occasionally for however long this project lasts. | have the Flint project code and it is working for me this time period. Kirsten Gasper will fix last week’s pay period when DCDS didn't like the project code. | would like clarification for when personal mileage begins (my house to the park & ride, or my house to Flint, etc; or as if | was coming from the office in downtown Lansing). Jim Sygo directed us to take a lunch each weekend day worked and make the day end after 2 pm to get the reimbursement if we didn’t work past it. This weekend it is one team per building (2 buildings to be sampled) so we expect a full 6 hours of sampling plus travel. | am thinking about taking a mid-week day off if this gets to be too much. --Lois
