As part of this effort, we want to include a Frequently Asked Questions document. This is where we really need your help. Your budget staff should have a breakdown of each potential spending item related to your agency (both pending FY 16 supplemental items and FY 17 items). Please work with your budget folks and your communications team to develop any FAQs that you anticipate the public or legislators might ask, related to each item assigned to your agency. Outreach to the Legislature has already begun, so having these responses back from you quickly is very important. Others on the call included individuals from the regional and national office for Wit, They had questions in regards to aur response an the Flint lead water situation. We explained what has been done up ta date on the situation for both the general population in Genesee County and for WIC clients In Genesee County. Cur message continues to he thai we are monitering the situation, we are werking with the local health cept to assure that clients receive water filters and bottled water. We explained what autreach efforts are being done by the LHD in terms of blood laad testing, accass to rasmurces, access to water fiters, educational materials, etc. They sermed pleased with our respense to the event. Saveral weeks back, a letter was send to the USDA from our congressional delegates regarding the availahility of Ready to Feed Forrnula. Nick received a letter from the USDA. We crafted a response from Nick to the USDA. All of these letters are attached. I've also attached another email we received today from Jacalyn Scheinder from the Senate, We have not yet responded to these emails as we want to assure we have a consistent message. Stan has informed the Regional WIC office that we are preparing responses, but will get back with thern on Monday. Fallowing the call, we received questions below from Senator Stabanow’s office. Ht anpnears that Senator Stabenow’s office would like to publicize the use of Ready to Feed Forrnula, which is not consistent with the current message. We want to make sure everyone is on the same page with the corisistent message to clents as far as obtaining water filters and bottled water. Mr. Mayor, any items you would like to address? MAYOR WALLING: Yes. Good afternoon. As Mayor, Flint safety will always be my top priority. And I want to personally bring to your attention the fact that we now know that children in the Caty of Flint have been exposed to dangerously high lead levels in the water. This has been devastating news for our community. It's unacceptable, it's infuriating. And we have been moving quickly to take the steps necessary to protect the public's health. We've made moving back to Detroit water the first priority, because it's the fastest way to bring in additional corrosion control. And we've been thankful for the support to help us make that change. While there's been some discussion about the responsibility in this situation, and I certainly agree that the State bears the greatest responsibility for the problem since the Emergency Manager decided to use the river as an interim source, my objective is to get safe water to Flint as fast as absolutely possible. And I agree to pledge $2 million towards the $12 million that it's estimated cost to move back to Detroit. After consulting with the City Administrator, I would request that you support the budget amendment that's before you today for that $2 million to become available for the purpose of reconnecting back to Detroit. We also have the pledge of $4 million from the CS Mott Foundation. The City Administrator is working to get that agreement in place. I also want to acknowledge that we know Flint has infrastructure problems that go beyond this one issue of water supply, but it has been determined that the corrosion control that's in the Detroit water is necessary for our distribution system. The stability of the lake water that the Detroit System uses is a way to get our system stabilized in the very short-term while we continue to move towards the Lake Huron KWA pipeline next spring. Our distribution system continues to need work. We've recognized the challenge of lead service lines 1n our community and we're going to need to continue to talk about all of the precautions that we need to take, with filters and with flushing and testing our systems. And the State and the Governor are also pursuing additional resources to assist our community with that. The community's response has been incredible. And those interim steps are going to continue to be necessary as we make the transition to Detroit, and as we improve our infrastructure system. So again, I'd just like to reiterate as I have in other meetings, I don't want to take too much of your time, but the importance of this budget amendment that's before you and the companion resolution which the City Council also approved, we're asking for the City Administrator to have the authority to execute the necessary agreements as quickly as possible with both the Genesee County Drain Commission for the transmission of water to this community and also the Detroit Water and Sewage District at the cost estimates that they provided to us, that needs to be turned into an actual contract. And the time is so much of the essence on this, We've committed to have the reconnection back to Detroit in less than two weeks. We believe we're days away from being able to make that happen, which is very good news for our community. And with your support, we expect that to continue to proceed, And know that I'll continue to fight for additional resources to improve our infrastructure system. It appears that the researchers have completed testing of a lot of water samples and the results are significantly different than the city and DEQ data. It also appears that they've held public meetings in Flint, resulting in the concerns about the safety of the Flint water that have arisen in the last few days. Geralyn, Vm net aware of a specific policy or process, but the Division of Environmental Health has at times recommended that the Director issue a “health advisory” to alert the public of a potential hazard. in each case, we have based this recommendation on data regarding levels of chemical contaminants in environmental media, wild game, or sport caught fish. We've also twice recommended that the Director make a finding of imrninent and substantial hazard when the available information suggests that a chemical storage facility presented 4 fire or explosive risk, When the issue of lead in city of Flint drinking water first came to my attention, | contacted the DEO Drinking Water Program and then provided a summary of my conversation with DEQ staff (please see the attached e- mail from July 23, 2015}. i've recently reviewed a written response drafted by DEG staff to Congressman Dan Kildee that suggests none of the information summarized in my e-mail has changed. We're continuing to follow the situation and have discussed with the DEG some options for a public outreach effort.
