Mr. VanDeventer called me this afternoon and indicated they are looking for LCR related information, so the first bulleted item in their FOIA requests can be considered to be with respect to LCR documents just like the second and third bullet. He also indicated that his use of the phrase, “water testing standards and protocols used to test the community water supply...” was referring to the analytical procedures. | suggested he contact the state laboratory to get the information about the analytical procedures they use for analyzing lead. | said that some of these large systems may also use another certified laboratory, and he would have to contact those laboratories should he want that information. He mentioned that some district staff had informed him there may be a central repository for this information. 90" percentile calculations since 2011 are stored in SDWIS, but individual lead results are not. As the Grand Rapids district first noted, these requests do not specifically ask for actual results, but seem to be more aimed at the implementation of the LCR. | would assume any compliance determination correspondence since January of 2011 would be included. If actual results have been included with correspondence that fits the request, so be it. Please proceed to fill these FOIA requests. After discussing this matter with Kris Philip and others here in Lansing, | am planning to call Farough & Associates tomorrow to see if they will clarify their request. For those of you that have received this request for a water system in your district, we want to respond consistently. We need to know if they are primarily interested in LCR information, or are they requesting additional compliance data. A broad interpretation of their first bullet could imply they are looking for all correspondence related to compliance with the public water supply program and Act 399. We would also like to know what they mean by “water testing standards and protocols.” Is it just water testing protocols, or is it protocols for the PWSS program in general? | will let you know as soon as | get a response.

Steve said that around 30 FOIA requests for Pb/Cu information went out from Farough & Assoc. so | assume we all got some except maybe Chuck. Should we just handle individually in our districts and then maybe make an extra copy of whatever is provided? The request was pretty broad, so we will provide all correspondence that relates to Pb/Cu from 2011 through 2015. It doesn’t appear that they are requesting actual results though. Just a quick heads up that we are arranging a brown bag session for ODWMA employees in an attempt to explain what is happening with Flint. | know it is short notice, but we have reserved the ConCon Room for Thursday at 11:00 AM. Hi Liane — Tami Eyer asked for District Coordinator volunteers to be on the staff development team as it relates to Organization Excellence, so | jumped on board. One of the components we are exploring is expanding the Tuesday School concept to all divisions/offices. | would add a couple of bullets: | thought | “rang the bell” to encourage staff to not wait too long to work with systems participating in the 2015 Needs Survey and that we are supposed to have one-third of them submitted by the end of August. | also mentioned the training opportunities and that we were sending 2 staff to EPA’s Small System Training. | also asked that we make employees aware that they should return from this type of training prepared to provide highlights to other staff, at least managers and if appropriate, to other employees that would have benefited from attending the training. | don’t know if this level of detail is necessary, but the “other” modifications to the classification policy potentially involved clarifying what constitutes a living unit vs. simply relying upon the number of beds, which is the current method for nursing homes, dormitories, jails, adult foster care homes, etc. This issue also bleeds over into one of the issues Dana was updating — not assuming a system that is under the population to be classified as a Type 1 system is automatically a Type Ill, as the combination of residents and workers could and often does result in the facility meeting the Type II classification.

A couple things from my meeting on Monday: -EPA has proposed the next round draft targets (metrics) for things like percentage of systems in compliance with drinking water standards, percentage of surveys completed within three years, etc. These are the same metrics we have had before, with some slight adjustments to the target numbers. Reports will be run soon to check our compliance with these targets. One target that we are close on is the percentage of systems with source water protection — keep cranking out those source water assessments as you are completing surveys, please! Also, engineers please run your permit database report and check your average days to issuance numbers — there are some outliers in there that maybe just need to be cleaned up. And some empty entries that may need to be deleted. -Field Operations Section needs to produce a ~40 minute presentation for the In-Service day in August. Any ideas? We are going to try to keep it light and interesting, as well as informative. It xxxEND_PAGE:deq04_b485_4845_4847_1 should portray all state-wide functionality, but still be fun. Kind of like “News from the Field” but not just about engineering projects. Anyone want to work on this with me? -The Classification of Public Water Supplies Policy is being revised to fine-tune the definition of seasonal systems in anticipation of the RTCR. It may also contain some clarifications. A draft will be sent out to all for review. -RRD has some training sessions coming up in October that will include their new approach to institutional controls involving county ordinances. Liane is going to try to make sure that the local health departments are aware of these changes ahead of time. -Lansing will be drafting a letter to all MHC’s regarding their upcoming requirements for cross connection programs. Drafts will be due to us in October/November so that the plans can be approved and in place by 1/1/16. They will include a box where we can just sign, date and approve, then send back the original to them rather than writing an approval letter. These letters will likely be prepared centrally with Debbie’s signature, although we will see the draft. -Along those lines, we may ask for stamps that say “Reviewed and Approved By: & Date: “so that we can do more of that with submittals instead of approval letters. This saves confusion later when the approval letter gets separated from the original plan in the file and you aren’t sure which version was approved. Do we have one of these already in either office? (If | bold it, you might read this part!) -Debbie is also working on a merge letter to send to all MHC’s, detailing their compliance status. DLARA has required all MHC’s to submit these letters to them prior to their mass relicensing this fall. These letters will pull from the last survey done at the MHC but we will have an opportunity to override the form letter if we have a health-related reason to hold up their license. We may also have the option of modifying the letter to state that if they don’t come into compliance with a more minor item, we will recommend against relicensing the next cycle. The drafts will be coming to us around the end of July and going out to the MHC’s by the end of August, so tell folks to sit tight if you get questions about it. -We didn’t get to the agenda item on engineering plans and HP Trim, but | will be following up on this. -AWWA and ODWMA just finalized their mutual aid agreement for this year, and solicitations for the annual section meeting in Sault St. Marie (9/16-18/15) will be out soon. There are 20 slots available. -We had an overview on Labor Relations from Dale Lehman. -Kate (Lundquist) Jannereth was announced to be going to another division but now she is staying although her duties may change. -There is an on-going internal audit taking place in Lansing.
