This article from ODWMA covers the startup of the City of Flint WTP and the involvement and efforts of DEQ staff. Liane, please let us know if you have any comments or concerns before this is moved forward for publication. Also, it was initially suggested to have a separate article from OWMRP regarding work with the City of Flint to enter into an ACO that addresses reconstruction of the storage lagoons for the WTP’s refuse lime, elimination of a wastewater discharge, and correction of unauthorized solid waste disposal at the site. There has been some concern and calls from residents in Flint about the Water Treatment Plant since it started operation back at the end of April. These calis have escalated to EPA Ragion 5 in Chicago and to EPA haadquarters in Washington, No claims have been substantiated and the plant operation and monitoring indicates it is currently meeting a applicable standards. Construction is underway in the City of Alma for expansion of their Weter Treatment Plant to serve the City of St. Louis. Mark Josernh is the leat on this project. Stephen Busch, PLE. Per Jim Sygo, every DEQ office is expected to produce a district newsletter on a quarterly basis. The newsletter is intended to be e-mailed to district legislators and possibly other external stakeholders and District staff. | have volunteered to coordinate and edit the Lansing District's newsletter since | have an article that | have proposed for inclusion from OWMRP. | am asking the District Supervisors to select a project/site, at least one per division/office (or solicit input from staff to select a high-profile or controversial site or project) and write a brief summary on the subject. See the attached newsletter for suggested format. The articles should be written for a non-technical reader, since that is the intended audience. | will share the draft newsletter with the authors and supervisors before sending it up to the front office for review. Any write-ups you can provide by March 18 for a Spring 2013 newsletter would be greatly appreciated. We can discuss the newsletter at the DS meeting on March 11. Larry Bean Jackson & Lansing District Supervisor Office of Waste Management and Radiological Protection Michigan Department of Environmental Quality Phone 517-416-4375 SEANL@ michigan gov xxxEND_PAGE:deq16_b4_0688_0891_150 ODWMA - Karegnondi Water Authority Moves Forward with Intake Project The Karegnondi Water Authority (KWA), which includes Genesee, Lapeer, and Sanilac Counties, along with the City of Flint and City of Lapeer, is moving forward with the construction of a water intake in Lake Huron after obtaining a competitive low bid of $24.6 million, below the consulting engineer’s estimate of $27 million. The 78 inch diameter intake pipe will lay one mile out into Lake Huron, with a capacity of 85 million gallons per day (MGD). As this project impacts numerous communities within a large region, it has required a multijurisdictional approach by the DEQ, Office of Drinking Water and Municipal Assistance, Lansing and Saginaw Bay District Offices, and coordination with the communities, their staff, and engineering consultants. While the intake facility is under construction, Lansing District staff are also working with the Genesee County Drain Commission on the design of a new 36 (MGD) water treatment plant which will utilize this intake as its source. Lansing District staff are also in discussions with the City of Flint for the potential use of the KWA intake as a source for its existing water treatment plant. Completion of the full project is anticipated by 2016. Additional components of the KWA system include raw water pumping facilities, raw water transmission pipelines, and a 620 million gallon raw water reservoir.
