Steve is going to call Mr. Garnbill, it may be that it was less than forraal communication in terms of the original decision, as the city already had approwal to use the river as deemed necessary by circumstances, There were one or more construction permits issued to the city to make modifications to the treatment plant in preparation that were subsequent to the city’s decision to use the river until the KWA pineline was complete, so we could point to a CONSTRUCTION permit application as an official docurnent if one is needed — but the city did not need our “approval” to begin using the river as they already had historical rights and authorities to da so.

Richard is correct, what I did not mention is per the statute there are a litany of items that must be in the project plan, including a description of the existing waterworks problems and needs, the severity and extent of water supply problems or public health problems and an examination of system needs for the next 20 years. Kelly, | assume they will also need to have an up-to-date, 20-year COMPREHENSIVE Needs Analysis in their DWRF Project Plan to be eligible. Unless direct otherwise, | assume ODWMA will not accept a submittal simply describing a project for replacing lead service lines. If | am correct, it is even more reason they need to move quickly if they want to be included in the next funding cycle that begins October 1, 2016. Updated lead and copper sampling instructions for residents/customers. We have modified our instructions to address concerns raised. Draft - not subject to FOIA] Iwas not involved in the decision on how much supplemental phosphate should be added when the city retumed to DYWSD waiter. My only other comment has to do with the first statement under the question, “Why is phosphate being added to our water?” The answer begins with, "Homes built before 1986 are more likely t have lead service lines and pipes.” itis my understanding that lead pining for service lines or household plumbing has not been used in Michigan since World War EE. The reference to 1986 likely comes from the fact that 1996 was the year EPA banned the use of solder coniaining 60% lead, and al the same time, formally defined lead free brass as being less than 8% lead. This change was incorporated into Michigan's State Plumbing Code in 1998, so in this state, June of 1988 is often cHed as the point at which high lead content scalder and plumbing components were prohibiied from being used, it would be more accurate to remove the reference to lead service lines and pipes in thai sentence, or at least separate therm from the 1996 reference, and use an older time reference for indicating which homes may stl have lead service lines or lead piping.
