This is to inform you of communication | had with Ron Fonger, a reporter with the Flint Journal. He
is working on a story regarding the Genesee County Water System’s plan to construct a new surface
water intake and water treatment plant. He wanted to know how often DEQ issues surface water
intake construction permits for projects similar to Genesee County’s (permits for intakes that will
serve new, not existing, surface water treatment facilities). He was already aware of the intake
permits issued to Genesee County and Benton Charter Township. | confirmed that these are in fact
the only two intake construction permits issued by DEQ in the last five years for new intake
construction intended to serve a new surface water treatment plant. | noted that a few additional
intake-related permits have been issued during that time, but they were issued to existing surface
water systems for purposes such as intake replacement, capacity expansion, etc.
