Good afternoon, Dan. Below are my comments on the Project Plan. We ask that you respond to (and/or resolve) these items by January 11th. #1) — Lunderstand the meter replacement map in Appendix B shows the municipalities where new meter installation will take place while the Figure 1-1 shows the actual service area for the county system. Will the entire DWRF project contain meter installation in all 10 townships (i.e. Clayton, Davison, Flint, Flushing, Gaines, Montrose, Mt. Morris, Richfield, Thetford and Vienna) where new meters will be installed? We need you to provide a map which not only shows the municipalities where new meter installation will take place for the entire DWRF project, but also identifies the locations of the proposed five (5) base stations for the entire DWRF project. xxxEND_PAGE:deq16_b5_0892_4900_2420 In answer to the first part of the question, yes, we will be installing meters in all 10 of the townships. In answer to the second part of your question, there is a propagation map in Appendix B showing the locations of the seven towers in the original project. We have installed the base stations at Beecher Tank and Houran Tank. If you need a new map please let me know. #2) Are there no capital improvements and/or replacement costs over the 20 year planning period for keeping the Manual Ready System? Are the no replacement costs over the 20 year planning period to switch to the Meter Replacement and AMR/AMI System? i'm not sure what you mean by " Manual Ready System" ? No, there are no replacement costs anticipated for the 20 year planning period. The new meters, endpoints and base stations have a 20 year life expectancy. #3) a. Lunderstand the entire DWRF project has anticipated impacts to the state regulated resources of floodplains, inland lakes and streams, or wetlands. Confirm. We do NOT anticipate any impacts from the Meter Replacement and AMR/AMI Project. b. Did you obtain clearance from SHPO? We need a copy. SHPO letter is in Appendix J and we received no response #4) a. For the full construction footprint for the entire DWRF project (new meters and antennas), do you conclude that it is in an urban area where no suitable wildlife habitat for state species is present or that the construction work is limited to existing structures? If so, contact with MSU-MNFI can be waived. Otherwise, a Rare Species Review request must be submitted via the MSU-MNFI website (bite //motl any. mou cfm) to generate a letter from MSU-MNFI staff summarizing their findings. Yes there may be short service interruptions. . If so, what should users anticipate? We have prepared a letter and a FAQ that will go to each customer outlining the process. What hours/days of the week will construction take place? Project work will take place Monday through Saturday during daylight hours with special appointments at other hours to meet customers needs. In a 2"° Quarter schedule, we expect construction to begin by May 2016. Per our telephone discussion you confirmed that we are anticipating a 3rd Quarter Schedule. Based on that we would anticipate construction to begin by July 2016, In turn, when would construction completion be expected? We would anticipate construction completion in July 2018. Will construction result in traffic congestion, limited driveway access, and/or noise? No. If so, describe mitigation. Any dust/soil erosion? No. Will there be any excavation? No. Will a soil erosion permit not be necessary? A soil erosion permit will not be necessary. What permit(s) will be needed for construction? We do not anticipate that any additional permits will be necessary. Will there be an increase to user rates to repay DWRF loan debt? If so, what is the estimated increase to the annual user rate for the typical residential customer? If not, how will DWRF loan debt be repaid? Page 34 leaves this issue unanswered. Note that while we wait for EPA to decide if the project must be re-bid, we will continue use the $5.4 million cost estimate. No, there will not be an increase in the user rate for the project. The existing rates are sufficient to repay the DWRF loan. See Page 34, the last sentence under Section 3.4. Also see the User Rate Analysis submitted on 12-3-2015. Below are selections from the November 2010 EA-FNSI for Genesee County DWRF #’s 7340-01 and 7341-01. Is this information still accurate? The actual source of the DWSD water supply is Lake Huron in close proximity to the city of Port Huron. Well, the Flint situation is certainly not a “good naws” story and the media is well aware of it. But it sounds like it may be an appropriate sublect for this effort. | provided the following summary earlier today in a response to sorne EPA staff in Region S that do not work in the drinking water program. Last spring, the city of Flint decided to begin relying upon the Flint River as their source of drinking water using a treatment plant that was designed to do so. Last sumrner, the city experienced difficulties with siagnation in some areas of the distribution systern due to significantly reduced demands resulting from the loss of a significant percentage of their residential and industrial demands that accelerated over the last decade. During the surnmer of 2074, they alse had a couple of monitoring periods where they detected total coliform at monitoring ses in inese stagnant areas, and one time they detected E.coli present. The ensuing boil water advisories and public notification heightened custorner concern about the quailty of drinking water and the switch frorn Detroit to the Flint River. Detroit supplied Flint with drinking water from Lake Huron, a much higher quality source than the Flint River. However, monitaring of the Flint water treatment plant tap has never indicated unacceptable water entering the distribution system. In response ta these coliform detectians and in an effort to prevent 4 recurrence, the cily also increased flushing water mains in low flow areas and they have atlernpied to ensure the presence of a chlorine residual throughout the distribution system. Compounding the problem of customer confidence was the results of inilial rnonitering for disinfection byproducts under the Stage 2 Disinfection Byproducts Rule. The initial monitoring reported significantly elevated levels of telal tihalornethane (TTHM) compounds throughout the city’s distribution system. Our district office advised the city that they needed to immediately implement operational techniques at the treatment plant and in the distribution systern to reduce the fornation of these compounds. The steps the city has taken have been successful and have reduced TTHM concentrations to the point where the latest results are below the drinking water standard. However, the standard is calculated on a running annual average and i is likely to be ancther 3 to G months before the annual average at each monitoring siation will (hopefully) meet the standard. Until then, the city has to continue to provide quarterly oublic notification, which will continue to concem residenis despite the iatest TTHM results. xxxEND_PAGE:deq21_b558_1578_1580_1 The switch to the Flint River, the micrabiolegical problems, and the slevated TTHM concentrations experienced jast year have caused a high level of customer dissatisfaction and distrust in Flint. The city is working diligently to resiore that confidence, bul # will not be accomplished easily or overnight. The city’s switch to the Flint River is an interim measure intended to last only until a 72-inch pipeline from Lake Huron fo the Flint water treatrnert plartis cornpleted. itis currertly under construction and expected to be in operation in mid- 2016. At that point, the city's drinking water should again be very similar in quality to what they were receiving

The audience is the DEQ Communications Outreach Team for next week’s meeting to share information between divisions. It could be a list highlighting newsworthy items (regardless of media coverage), including “hot topics” or proactive good news stories you want the communications office to help package to media/stakeholders. It does not need to be highly technical, but for internal purposes it could be more so then for a general audience. Karen Tommasulo sometimes has ideas for media strategy that we can bring back to our divisions for development on any news item.

The scope of work for the Dalton Subdivision 8-inch Distribution Water Main Replacement as outlined in the 2010 EA has not changed. The current scope and cost estimate are still valid. 2. The legal entity to issue the bonds is still “County of Genesee”. 3. The watermain is owned by Mt. Morris Township. They will utilize the example resolution that you just e-mailed today.
