Hi Lynnette, Per the signed milestone schedule, today (1/14/2015) is the 4th quarter financing target deadline in which to disclose to our office any change(s) outside the MDEQ approved scope of work (if applicable) to the Genesee County DWRF # 7341-01 Phase 2 of 2 Water Main Replacement (Dalton Subdivision) from the 2010 Project Plan and the Environmental Assessment published in November 2010. Jonathon: Thank you for your response to DWRF #7341-01 on Thursday, February 20, 2014. To document our phone conversation today, February 24, we offer the following in response to your e-mail: 1. The scope of work for the Dalton Subdivision 8-inch Distribution Water Main Replacement as outlined in the 2010 EA has not changed. The current scope and cost estimate are still valid. 2. The legal entity to issue the bonds is still “County of Genesee”. 3. The watermain is owned by Mt. Morris Township. They will utilize the example resolution that you just e-mailed today. By May 1, 2014, we will send you a copy of the passed resolution, once it is xxxEND_PAGE:deq16_b5_0892_4900_1025 passed. We anticipate sending you a copy of the signed resolution the week of March 10, 2014 (their next available Board Meeting). 4. It is our understanding, if the Project Plan and Environmental Assessment (EA) are not modified, the Dalton Subdivision project would be slated for First Quarter 2015 (which would require Plans and Specs be submitted mid-June 2014). 5. Although a public notice and public hearing are not required, because the Project Plan/EA is not over 5 years old, you recommend a public notice be performed again to inform the residents. We will let you know if we elect to public notice again. Previously, we did not have any public comments come forth out of the public notice or the public hearing regarding the Dalton Subdivision. 6. We may also elect to submit the DWRF — Green Project Reserve Qualification Template for Water Main Replacement and understand it is required to be submitted by the May 1, 2014 deadline also.
