Phosphate Calculations - Revision 4.pdf Hi Mike, | just wanted to follow up on the email below and get your estimation on when the permit will be issued. Are you requiring any additional data before a decision can be made? The calculation that we developed meets with the requirement of the feed rates as agreed to between your office and the EPA based on the email from Stephen Busch to the EPA on November 22, 2015. The pumps were resized to handle the anticipated Max feed rates requested. We are assuming that since we are using the chemical used by DWSD or corrosion control, we are not required to go thru a study phase. Additionally, during our review of the email trail with EPA, we noticed that the EPA did recommend that Jar Testing be done to evaluate the impact of the orthophosphate dose on turbidity of the DWSD water. Stephen has also noted that a treatability study will need to be conducted on the KWA water in conjunction with the Flint WTP processes to optimize the corrosion control treatment needed before use in the system. Does the permit to be issued going to highlight more specific requirements on the duration(s}), method{s) and reporting needed for each of the testing required before implementation is allowed into the system? Your assistance and feedback are greatly appreciated to make sure that our timeline for the introduction of the initial corrosion control into the DWSD water and its future implementation into the KWA Raw feed can be accurately depicted in our discussions with the City and KWA, Thank you very much for your continued support. Basis of Design ‘ Given that Flint will require lead and copper corrosion control and given that Detroit utilizes orthophosphate for their corrosion control methodology, and that Flint will be receiving Detroit water for the immediate future, orthophosphate ~ is the appropriate corrosion control methodology for Flint. A dosage of 0.8 mg/l as PO, has been recommended for the Detroit water. Numerous utilities utilizing Lake Michigan water have a target dosage of 0. 9 mg/l as PO,. Therefore, a target dosage in the range of 0.8 to 0.9 mg/l appears apptoptiates It is expected that, at least initially, there will be a significant PO, demand in the system. This will require a significantly higher dosage until this demand is satisfied and the target residual can be maintained. It has been reported that this residual will be approximately 0.4 mg/I. The system must therefore be capable of a minimum dosage of 0.4 mg/l. Based upon the usage of 75% Phosphoric Acid and a flow range of 4 MGD to 25 MGD, with an average day of 16 MGD, ‘the expected feed rate will be 1.35 to 32 gpd. Average Phosphoric Acid feed is expected to be 10.8 gpd, requiring 30 days storage of 325 gal. 8 Orthophosphate will need to be applied at two locations. Detroit water will enter the Flint system at Control Station CS2, and supplementary phosphate will be applied there. However, on occasion some incoming water may need to be diverted to the Dort Reservoir, bypassing CS2. This water would theh be introduced to the system through High Service Pump Station PS4 and phosphate would be introduced at this location. RE; Flint WTP GAC Permit Application

Hi Mike, As per our phone conversation, Calgon is pumping the wet sand into a truck with screened valves in the back that allows the water to drain out while keeping the sand in the truck. The removed materials is trucked to a landfill for disposal. The new sand comes in large bags that is dumped into a hopper and pumped back into the filter after water is added to the system. | have included photos of the sand being pumped out into the truck for your review. We also like to have the plant facility remain at 36 MGD and not change to 30 MGD even though we do not expect the City demands to get that high. Let me know if you need anything else. Samir F. City of Flint - WTP Conversion to GAC.

Hi Mike, As per our phone conversation, LAN has been working with the City to implement the recommendation from Veolia with regard to the conversion of the 12 filters at the plant by replacing the 18” Anthracite with new GAC Media. Due to the time frame limitation, We have discussed with the City that sole sourcing the GAC purchase and installation may be the only chance for us to accomplish the work on time as the system will need to be in place by early July in order to give the City 5-7 weeks of treatment time with the new media before the August sampling. The City is looking for us to provide a turn-key delivery method in order to insure that we can acquire a vendor while performing the design and going thru your office for permitting. The attached concept shows sheet piling being proposed which will be terminated at the designated height needed to achieve a 2’ freeboard along the alignment highlighted in RED. - The other concept which we discussed on the phone will entail using a light weight storm chamber (see attachment) fastened to a 4x8 plywood sheeting, attached together, with a geotextile fabric along the back side to follow the same alignment as the sheet piling option. As proposed, this appears to constitute the first step towards a “cap-in-place” of the existing materials. If waste is left in place within the berm, the city will be required to construct the berm to meet Part 115 cap requirements. In addition, long term groundwater monitoring, financial assurance, closure and post closure plans will be required. Please provide a residuals management plan for the lime sludge collection area. This vacuum originates in the throat of the ejector’s Venturi nozzle and after opening the ejector check valve, extends into the body of the chlorinator. There it causes the regulating diaphragm to open the inlet safety valve, allowing gas under pressure to pass into the drip leg where the initial liquid is collected. A heater attached to the drip leg evaporates the liquid that Is-in the eduction tube of the gas valve on startup of a new ton container. This heater remains on constantly, permitting only gas to flow to the vacuum regulator. As it flows across the inlet safety valve assembly, it is filtered and reduced to a vacuum. The gas then enters a chamber where . the vacuum level is maintained by a spring- opposed, sealed regulating diaphragm. It is then drawn through the chlorine flow meter, across the rate control valve and on to the ejector where it dissolves in water. The resultant, highly concentrated solution exits at the ejector outlet and flows to the desired point of application.
