As we have discussed, we should take care to appoint an individual who is highly qualified to investigate. To that end, I request that you appoint former Senator Carl Levin as chair of any panel you create. As you are surely aware, Sen. Levin served as the chair of the Permanent Subcommittee on Investigations during his tenure in the Senate, in addition to a number of other government oversight subcommittees. Even now, Sen. Levin is sharing his passion for aggressive government oversight at Wayne State University, where he teaches students how to use investigatory tools to improve public policy, and serves as chair of the new Levin Center. I cannot think of an individual better suited to restoring trust in our state government. Dan, Jim, Maggie, Madhu, and Brad, The Office of Auditor General sent the attached report to the legislature this morning indicating they will be doing an audit of the Office of Drinking Water and Municipal Assistance. One of their objectives is “to assess the sufficiency of ODWMA’s oversight of the State’s drinking water supply and environmental health programs.” Typically, the OAG is very good about discussing potential issues they see prior to releasing any report, but | wanted to make sure you are aware of the audit especially with everything going on with Flint. Thanks. Mike Prysby just came to see me about an interview he gave Ron Fonger and one he’s going to do with a lacal T¥ station in Flint later today. What | discussed with him was helping to tamp-dewn oublic concern by providing three messages of street-level perspective on the situation. i. This notice does not represent any Imminent health threat from the water in Flint. Folks can relax. 2. The notice is an exarnple of the state’s role (protecting public water supplies} at work. Public water supplies are tasted regularly for all kinds of things. Same things (e.coli or glardia} are an immediate concern. This one is more a long-terrn cancern, and we are working with the city to address it, 3. What's happening in Hint is not unheard of. it happens sometimes with systerns that draw from surface water, as Flint is doing now.

Dan -- Two questions leapt out at me from this report: --The statement that in a few years, the non-community water supplies will have a serious cost hit them for total coliform (bacterial) compliance and no funding to address it. Is that something we should be looking at trying to support in longer-term budgets? --The fact that we are not hitting our goals for avoiding acute health risks for water quality (not hitting 95% compliant). Is this mostly the Flint problem showing up in the stats or are there other areas with drinking water quality acute problems? --Valerie

FYI. This underscores the need for the folks from DEQ to talk to the EM in Flint, and to make sure a blended water solution is being explored. I know Dan's team was working on getting that set up.

"state approval" is in reference to the fact that both cities are overseen by an Emergency Manager who both report to the State Treasurer. This decision is on Andy Dillons desk to recommend to the Governor. I think he is looking me for a little cover and support. Dan Wyant
