fam not familiar enough with the details of the water withdrawal legislation to know if that potential impact is even a consideration in our determinations. | find it hard to believe it would not be a consideration since the impact of the Flint withdrawal could increase the impact of the downstream discharges on fish populations (not to mention the benthic community}, unless WRD were to restrict the discharge based on lower flows in the receiving stream. Brant should know if itis a consideration in water withdrawal, but | think it would be helpful to have Chuck present for any discussion that involves NPDES permits.
