Dave, I am still waiting to hear from MDHHS about the latest from FlintWaterStory.org. The core allegation is that they had a very clear warning of elevated blood lead in a July 27 memo that the email correspondence says was sent to the agency director as well as the governor's office. I agree that that sentence would be unfair by itself. _ The next sentence says "local officials toasted the decision." | realize the city voted to switch to the KWA. My sense from local reporting is that the interim switch to the Flint River was not exactly a local call, even if the river had previously served as a backup. Like I said, I do not ever want to give readers the impression that the governor was SOLELY responsible for the water switch. I think those two sentences together are fair, though in the future I can try to include local and state entities in a single sentence.
