While | am sure there is much history of which | am not aware, my relatively uninformed response is to question why the State has to intervene in their negotiations with DWSD. | certainly understand our responsibilities arising from the appointment of an EM and allowing them to “chase their tail”, but when do they own the consequences of their decisions? | would like to participate in the internal meeting prior the meeting on the 28".
