Ss > Hi Stephanie, please forward to the appropriate staff: > > | received a complaint that a new "water plant" (pump station?) constructed to serve the City of Flint pipeline from Lake Huron has a new disharge pipe running from the "plant" at the NE corner of Marathon and Stanley Rd (red circle on bottom of photo, Columbiaville, Lapeer Co) to the west along Stanley Rd, and discharging to Henry Drain (blue arrow). Since installation of the pipe in summer 2015, the quality of Henry Drain has been noticably impacted. They claim it used to be very clear most of the time, but now it is dirty all the time and they won't go in it. They say the pipe from the "plant" discharges a dark liquid in both wet and dry weather. s > The caller was Leslie Dungey at 810-728-2650. Leslie's address is marked on the map, and she said you can come onto their property to look at the condition of Henry Drain where it crosses their property. The Lake Huron plant serves current DW5D custorners located in Genesee County, which te the city of Hint itheir treatment plant is currently a standby plant in case the pipeline fails} who in turn sells it to Genasee County. The County in turn serves about 20 municipalities, some retail and sorne wholesale. However, the majority of the water produced at the Lake Huron WTP is directed to customers in northern Oakland ancl Macomb Counties. | would guess that about 2094 of the water from Lake Huron WTP is delivered to Flint and Ganesee County, with the remainder heacling south at a fuimp station near Imlay City. Aliso, note that there are a number of non-DWSD water systerns in Genesee County, including Beecher, Fenton, Linden, Grand Blanc, etc., that have their own source and treatment systems. By the way, Genesee County and Flint have jointly agreed to construct a separate pipeline from Lake Huron that should he completed in a few years that will allow the Fint Plant to be used continuously. Genesee County will be building another plant to serve their 20 customers. Unlike DWSD, they will transmit untreated water and construct treatment plants wherever someone warts drinking water.

[Ee does not include operators holding only a distribution system license or those warking ata nonmunicipal public water systern such as a rnanufactured housing complex, a nursing borne, school, carnpground, ete. Those operators holding a F Heanse (F-1, F-2, F-3 or F-4) are typically working at a treatment plant that has a surface water source such as the Getroit River. Those operators halding a D license {D-1, 0-2, 0-3, 0-4 or D-5) are tynically working at a treatment plant that has a groundwater source. Treatment for groundwater may be as simple as chiorinator in a well house to a rnembrane filtration plant that removes arsenic and softens the water. Many operatars hold both a treatment and distribution license, but again, we did rest include those operators that any hold a distribution loense (8-4, 8-2, 8-3, 8-4 or $-5}. However, i noted that there are a few operators on this Hat that work for municipalities that do nat employ treatrnent but apparently hold a treatment Heense. That rnay be due to their employment history that allowed them to qualify for and pass a treatment examination at sarne point in their careers. The examples t moted were operators working for Lincoln Park, Taylor, Flat Rock, Grosse isle Township, Huron Township, and Vari Buren Townshis. There may be others {did net catch. This list also includes sorne Detroit employees (DWSD} that are actually located in St. Clair County at the lake Huron water treatment plant north of Port Huron (Fort Gratiot address).
