Flint DWRF 7310

Rick & Jeff: Valorie shared with me the bad news that Flint is passing up funding from the DWRF this year. Before this decision becomes set in stone, my program chief would like to know if the city would be able and willing to break the 7310-01 project into a smaller piece (or pieces) to make it affordable and get the benefit of the maximum principal forgiveness we can manage. | forget what the cost estimates were, but, for example, maybe the city could still apply for Torrey Road BS pumps and/or the Cedar Street electrical upgrade (Il assume the 24-inch transmission main was the biggest and most costly piece, and might not be dividable into smaller parts — however, if it could be, please consider that, too). Please try to get audience with Michael Brown and see if this “dumbed down” proposal would be a debt commitment the city could swallow — we can always extend the deadline for the Part | application. We can do a conference call on this if it would help. Thanks! RE: City of Flint DWRF Application Part 1

Valorie/Mike: This email is to inform you that the City of Flint has decided not pursue DWRF funding for Project No. 7310-01 for Fiscal Year 2012. Due to the current financial situation that exists in Flint, it is believed that it would not be feasible to pursue the bonding necessary to complete these projects. We appreciate alt the help and support that the MDEQ has given on developing these projects through this program. The City of Flint hopes that we will be able to reconsider these projects under this or another program for funding in the future. If you have any questions/concerns or need any additional information from the City of Flint please do not hesitate to contact me directly. Rick Freeman, P.E. City Engineer City of Flint 1101 S. City of Flint DWRF Application Part 1

Valorie, lam working with Jeff Markstrom in pulling the information needed to complete the application referenced above. Will we be able to email the application to you today to meet the deadline and follow up via mail the original document? We are have difficulties in getting time with the Emergency Financial Manager, Mike Brown, for him to sign and get this out the door. Before he signs he has to get State Treasury approval. xxxEND_PAGE:deq26_b045_0521_0523_2 We are working our best to get this to you under the deadline. Thank you for your consideration.
