Please advise. Thank you. Dear DEQ Staff, Below is the information from the July 1, 2013, senior management team (SMT) meeting. If you have any questions or need clarification, please contact your division/office management directly. AGENDA and NOTES DEQ Senior Management Team Meeting July 1, 2013 The meeting was chaired by Hal Fitch. Director’s Report Director Dan Wyant met with the U.S. EPA Region 5 on June 26 regarding the State of Michigan’s Wetlands Program and the new Act that was passed. A meeting was also held with the U.S. EPA Region 5 Administrator Susan Hedman and the Region 5 State Directors on June 27 to discuss a youely of policy issues. Director also spoke at the Air and Waste Management Conference held in hicago. The Director has also been involved recently on several challenging issues relating to Fracking, I-75 Foundry Sand with MDOT, Enbridge, and PetCoke. Staff is doing a great job with these case issues. Staff will hear more in the coming weeks regarding Reinventing Performance Michigan (RPM), Permit Times, Customer Service, Engagement, Telling Our Story, and Site Visits. Additional discussion followed on permit times compared to other states, process improvement on tangible outcomes, and return on investments. Additional discussion will be held on July 28 regarding process improvements. Deputy Director's Report Deputy Director Jim Sygo provided Kudos to the Water Resources Division staff on their great work with the contract dispute relating to the Il-75 Foundry Sand issues with the Michigan Department of Transportation. He also updated the SMT on his meeting with the U.S. EPA Region 5 states meeting that he attended with the Director. Issues of discussion at this meeting included wetlands, corrective action, permitting numbers compared to other states, enforcement cases, President’s Climate Change Action Plan, other states’ budget, E-Enterprise, and environmental justice.. Jim Sygo also discussed updates on Dimond Chrome, Ozone Transport Commission, and Lansing’s Board of Water and Light’s gas generation. xxxEND_PAGE:deq19_b10_0879_0895_01 Legislative Maggie Datema reported the legislature is out until the week of August 26th, although some committees may still meet during that time. The Governor signed HBs 4665, 4666 and 4708, to extend the solid waste fee an additional 2 years, and to restructure and extend the hazardous waste fee for one year. Awaiting the Governor’s signature is SB 264, allowing for the open water disposal of uncontaminated dredge materials, and SB 163, wetland protection reforms. Policy Updates Jim Goodheart spoke about three topics. First he thanked those divisions who assigned staff to attend the June Placemaking Training classes. He also attended all of the sessions and reported on his observations, including a recommendation the trainers consider adding more on low impact development, use of pervious pavement, and the promotion of more green infrastructure in future training modules. Secondly, he spoke about the ICC Rural Development Workgroup and that USDA Rural Development mentioned a community assistance fund they have that could be used for local harbor dredging projects. More evaluation and discussion will occur with them on this. Lastly, he mentioned the EPA sponsored Hard Rock Mining session scheduled for August 20-21 between MI, WI, MN, EPA, stakeholders, Tribes and industry. The Eagle mine’s soon to be new owners, Lundin Mining Company from Toronto, have also been invited. Dave Fiedler reported updates on DEQ Forms and Templates. Forms that are easy to fill out, easily accessible, and accomplish a goal are good customer service for both public, regulated community and DEQ staff. Our Forms Team reviewed over 800 internal and external forms and templates. About 480 of them are considered active the rest being obsolete or need updating. All of the original files of these documents are being stored on the DEQ Intranet SharePoint which should eliminate losing files that occurred when they were kept on network drives. All DEQ staff have access to internal forms through the Intranet, and DEQ staff and the public can access the external forms on the Internet. We have refurbished the DEQ Public Forms Database. The Director recently signed a new policy titled “Design and Management of Forms and Templates.” The policy contains some specifications that all of our forms should meet and it explains how the Form Team saves them on SharePoint. The Forms Liaisons in each division and office will be providing assistance to staff and ensuring the policy is being complied with. | plan on sending out email to all staff letting them know about the new policy today. We created a FAQ document located on the Intranet. We have completed our first phase of the project which was organizing the forms. The second phase will make the forms more user friendly. A new version of the Adobe Reader will allow us to create fillable PDF forms that the user will now be able to save. We did not make PDF fillable forms in the past because they were not savable. Information Technology Proposed DTMB Policy on Use of Personal Smart Phones and iPads for State Business: Mike Beaulac reported the results of a survey of DEQ’s divisions and offices about their interest in adopting the proposed DTMB policy the use of personal devices showed one “neutral,” three “yes” and six “no” votes. By popular vote, the DEQ will not participate in the proposed option to use personal communications devices in lieu of state issued options. Windows 7 Migration and Application Testing: Mike Beaulac reported the DEQ must determine how to best participate in the testing of 111 applications for the impending migration to Windows 7. Testing is to be performed to determine the xxxEND_PAGE:deq19_b10_0879_0895_02 potential impact of this migration on these applications — with the expectation that some may fail and need Budget Update Sharon Maher was acting for Jim Kasprzak and Amy Epkey. She reminded the SMT to review the draft procedure on the proposed FOIA credit card payment process sent on June 27. Division/Office Chief Reports: Air Quality Division Vince Hellwig reported that AQD issued a revised Permit to Install to Rio Tinto for the Eagle Mine in the UP on Friday, June 28. Human Resources Division Tami gave an update for Lynelle Marolf in her absence regarding the disbanding of the QOL TAT team. The QOL TAT core team members will continue to meet quarterly with the DNR TAT team to share information regarding training initiatives. However, the QOL TAT no longer will exist. HR is no longer requiring the memo when establishing or reclassifying positions to the specialist classification. In the past, HR has required both the answers to the specialist questions and a supporting memo to be sent to Civil Service. Beginning immediately, the memo for the specialist will no longer be required. HR has moved to their permanent space. They are located on 5S, on the very west side of the building. Water Resources Division The Aquatic Invasive Species Advisory Council has completed its work on the legislatively assigned duties and will be submitting its final report to the Governor this month. The Water Resources Division has been meeting monthly with the Detroit Water and Sewerage Department regarding operation of the Detroit Wastewater Treatment Plant (WWTP) and compliance with its National Pollutant Discharge Elimination System permit. The most recent meeting was on June 27, 2013, at the Detroit WWTP, with a tour of the WWTP after the meeting. Overall, operations seem better but there are still problems controlling solids at the WWTP. Office of Drinking Water and Municipal Assistance On Friday, June 28th, Steve Busch and Liane Shekter Smith attended the Karegnondi Water Authority groundbreaking ceremony at the site where the new water intake will be built near Port Huron. The ceremony was well attended. Key stakeholders - local officials, DEQ, and MDARD spoke at the event. Over the weekend, ODWMA staff moved from 3S to their temporary swing space. If you're looking for the Revolving Loan program or the Operator Certification and Training program, you will find them now on 2N. Office of Environmental Assistance Bureaucracy Buster Responses - Bryce Feighner shared that departments were requested to provide responses to certain Bureaucracy Buster ideas submitted to the Lt. Governor’s Bureaucracy Buster Web site Specifically, eight ideas were forwarded to the DEQ for response. Those eight ideas and the DEQ responses are now on our DEQ SharePoint site under “Strategic Planning & Good Government”. They are also on the Bureaucracy Buster Web site under “Continuous Improvement”. Office of the Great Lakes xxxEND_PAGE:deq19_b10_0879_0895_03 Brian Sweeney reported yesterday was the first meeting of the Water Strategy Cabinet. Approximately 20 experts from diverse water backgrounds will help steer the Water Strategy, led by the DEQ. Jon attended a review panel at the UM Water Center on 27 June and spoke at the Michigan Water Environment Conference in Boyne Falls on 24 June. OGL’s Coastal Zone Management Program achieved a milestone goal last Friday, closing a deal to protect forever a large swath of the Bete Grise wetlands on the shores of Lake Superior. Kudos to Matt Warner and Ronda Wuycheck for their hard work. Office of Oil, Gas and Minerals Hal Fitch reported that a public meeting training session for OOGM staff on last Friday went very well. Brad Wurfel did an excellent job in organizing and leading the training. We have received a letter from Rio Tinto Nickel describing the purchase of the Eagle Mine operation. The transaction is a stock purchase by Lundin and not an asset purchase. Office of Waste Management and Radiological Protection Mary Carnagie has been working with the University of Michigan on accessing translators that may be needed for various materials that the Hazardous Waste Program generates for public outreach as part of our work plan commitment to the U.S. EPA relative to environmental justice (EJ) concerns. Some examples for ‘translation’ for EJ are: public notices, survey forms (used at public hearing), responsiveness summaries, webinars assistance), inspection forms/brochures (such as the Rights and Responsibilities), warning signs at clean-up sites (e.g. fish advisories, permanent markers), etc. Contact Mary at [email protected] if you think that you have need of such services. District Coordinators Fred Sellers, Kalamazoo Office District Coordinator reported that since the last SMT meeting the Director was able to spend two days in the Kalamazoo District, the first touring sites as a guest of Representative Aric Nesbitt, the second meeting with Enbridge and touring the Kalamazoo River. On Monday June 24, 2013, at approximately 3:15 a chemical process caused a fire at Drug and Laboratory Disposal Inc. Several local fire departments and Haz Mat teams were on the scene. The fire was initially thought to be extinguished by approximately 6:30 but later it reignited. There were numerous small explosions. Fortunately some of the firefighters were still on scene and by 2 am the fire was again under control. Staff from DEQ, DNR and EPA were on site at various times. OWMRP continues to work on this case. Kalamazoo had its Employee Appreciation Day Thursday of last week. Employee Empowerment\Public Service\Appreciative Inquiry sessions have been scheduled for July 24 and 25. Would there be any funds available to go towards a very simple lunch for staff as part of “training’? Phil Roycraft, Cadillac/Gaylord District reported that Customer service workshops for staff will be held on July 17 in Cadillac and July 18 in Gaylord. Jim Sygo and Liz Browne are planning to participate. Eight sites have been chosen for the Director’s visit to Northern Michigan later in the month on July 25 and 26. Briefings and an itinerary for this tour will be finalized soon. Other Items We talked a little about the President’s Climate Action Plan and the likelinood of additional federal activity regarding climate change. The plan included 54 policy recommendations. Lynn has kept the background documentation for the Technical Working Groups and the MCAC meetings. The DEQ Web site also includes our other activities such as Michigan's membership in the Climate Registry, the Michigan/Wisconsin Climate Change agreement, etc. The next meeting is scheduled for July 15, 2013.
