PO4 feed system

Date: Monday, December 14, 2015 11:38:52 AM George, Our inspection of the phosphate feed system confirmed that that system is in operation and the system is dosing at 2.5 mg/l as PO4. A couple of minor provisions had not been completed at the time of our inspection and included: - the weigh scale has not been provided by contractor thus far. Dosage determination are being based on the set pump speed rate and measured draw down of the phosphate compound. - flow paced control of the phosphate feed pump has not been established thus far. The water make-up pumps (dilution pumps) have the ability to control the feed rate. Operators can also manually change the PO4 feed rate on the PO4 feed pumps. Flow-pace control will be achieved when the final connections of the pump’s controls to the WTP’s SCADA (Supervisory Control and Data Acquisition) control system are made. | will follow-up on the status of these items this week. Date: Monday, December 14, 2015 11:07:06 AM George, Items to include for the Governor’s report: - DEQ staff held a conference call with the U.S. EPA Flint Task Force to present our comments regarding EPA’s preliminary assessment of corrosion control optimization for the city of Flint. The preliminary assessment was to identify and document activities necessary to enable the EPA and the DEQ to provide advice and support the city in maintaining optimal corrosion control while maintaining their source of water from Detroit as well as during and after the upcoming transition to the KWA pipeline. - DEQ confirmed start-up of the phosphate feed system at Control Station 2 (at the Flint WTP site) on December 9, 2015. The new feed system increases Detroit’s incoming phosphate residual from 1.0 parts per million (ppm) to 2.5 ppm and is expected to accelerate the rate at which corrosion control becomes optimized for Flint’s water system. - DEQ staff met with the city and their consultants to discuss identification of optimal corrosion control prior to and during the upcoming transition to the KWA pipeline. The importance (and the challenges) of treating raw water from the KWA (prior to distribution) and the transition to distributing treated KWA water while minimizing water quality concerns were also discussed. EPA’s Flint Task Force participated in the discussion via conference call. - DEQ staff visited Control Station #2 to observe operation of the phosphate feed system. - DEQ staff modified the ACT 399 construction permit for the Flint raw water transmission line. The modification was needed to allow for re-routing of the transmission main due to poor soil conditions that were encountered along xxxEND_PAGE:deq03_b624_4714_4715_1 the original route. Date: Monday, December 07, 2015 11:04:00 AM | have not heard from the District, but in addition to the school sampling and preparation of the final report for Brownell we worked on the following: Developed draft sampling for lead and copper compliance sampling incorporating comments received from EPA Task Force. | believe this will be shared with EPA today. Met with DHHS staff to assist with development of a Phosphate fact sheet/brochure. Still waiting to review the updated draft.

George, Items to include for the Governor’s report: Activities completed the week of Thanksgiving and last week are as follows: - Stand-by Operations letter completed and sent to the city of Flint (November 24, 2015). - participated in conference call with the EPA Task Force (U.S. EPA Flint Task Force) regarding their preliminary corrosion control assessment for the city of Flint (November 24, 2015). - Followed up with the city on the status of installation of corrosion control treatment. Pumps were installed on 11/30. Pump controls and final preparation of the treatment room are to be completed (week of 11/30).
