RE: Media conference call re: Flint water action plan

| arn not well versed on this matter as we have no prior history of such an event impacting a community public water system. The attached document was received by our Noricormmunity Public Water Supply program manager (Dang DeBruyn} at a presentation given by Deborah Garcia, Public Health Administrative Law Specialist who works in the Office of Legal Affairs and FOIA, formerly in DCH, now DHHS. It seems Hike the authority used by Genesee County falls under the first Action of Imminent Danger Order. The fourth bullet implies that the Director (of DHHS?) may take full charge of the situation including the oversight of local health laws, rules, regulations and ordinances. it doesn’t appear to place any particular onus or responsibility on the DEG Director. Perhaps we need legal advice. Richard Benzie, P.E., Chief Figid Gperations Section Office of Drinking Water and Municipal Assistance, MDEQ 817-284-6512

Action Plan 10-2-15.pdf; ATTO0002.htm; Infographic - Flint water tips 10-2-15.pdf; ATTO0003.htm; Flint water - talking points (draft 151001).docx; ATTO0004.htm In light of the possible topics Director will need a clear understanding of what the Genesee county health emergency declaration means? Is there ANY role the DEQ may have? Thanks Maggie Begin forwarded message:

RE: talking points

See the second paragraph ori page 2 of the attached for the technical definition. Since the WTP level was Nan-detect, in this situation saying the 90" percentile must be less than 5 ppb | believe is correct. Stephen Busch, PLE.
