Arrogance is the worst character flaw that irks me to no end and that is really the source of the department's failure to
serve the citizens interests. The culture of arrogance at the department has to be properly addressed to assure this does
not happen again. | would hate to see staff be given a "free pass" by hiding behind "inexperience" as the culprit.
