I received the following from the City's Treasurer. His calculation based on a reduced collections by 22.84%
estimate that cash will end $13.7M lower than my estimate in the prior transmission of $12M. As stated on the
phone, the results of our collection efforts will be known in approximately 30 days as we begin shut-off notices
and enforcement.

Over the past 3 years, we have an average collection rate for water/sewer revenue of 94%, Last year, we collected 99% or our
revenue. Which I contribute to our water thief program and aggressively interrupting service for non-pay.
Since 8/1/15, our collections are off 22.84%. If this continues through out FY 16, our water/sewer cash will be reduced by $13,731,790, if all
else stays the same.
