RE: Highland Park

Attached is the letter with a couple minor wording changes. Otherwise it sounds goad to me. {have not heard anything about the treasury meeting eithar. Abu and {visited the plant Monday evening and conditions continue to deteriorate, There were about 5 days fast week that they were unable to collect samples from the filter confluence point (compliance point} due to a watermain break nearby that flowed continually thus lowering their reservoir level and subsequently causing the sample pump to lose its prime, Thankfully samples were being collected at each filter effluent and at the nlant tan fon either side of the malfunctioning point) that demonstrated turbidity was meeting standards, The clarifiers are filling with sludge and also have a 0.5-1" thick layer of floating sludge that developed over the course of a week. This has happened before and they have removed it using pool skimmers. We asked them to work on that this week. Filters are requiring backwash every 8-16 hours instead of evary 24-36. They have airhinding in the filters that is likely a result of air in the system due to pump change in service. It could alse be due to the poor state of the filter mecia. There are so many things wrong it’s hard to pinpeint the cause of any one thing at times. Abu and/or 1 will visit the plant each week to check on turbidity readings and contractor progress as well as pick up cagies of their bench sheers Hsting turbidity results and calibration records. i want to keep a clase eye on turbidity jJavels until the clarifier/turbidimater work is cornpleted. We looked at the valves that need to be fixed on the clarifiers and the contractors are aware of what they need ta do. i'm glad thatthe work is happening naw, because the clarifter Situation is deteriorating. Thanks,

Highland Park

Attached is a draft letter to the City addressing the work the City has started on the clarifiers, the turbidimeter work that is next on their to-do list, and holding all other compliance dates in abeyance as the City continues to work towards a contract with DWSD. Please review the letter and let me know if there is anything else you would like to see in it. Thanks. Sue xxxEND_PAGE:deq25_b247_3433_3434_2
