Date: Monday, February 03, 2014 4:52:28 PM Hello all: EPA Regions and HQ have been having discussions about the implementation of the new “Reduction of Lead in Drinking Water Act” which went into effect at the beginning of 2014. Obviously, it is currently in Federal statute and not in regulations, yet. However, the new standard is primarily a lowering of the “lead-free” definition from 8% to 0.25% on the wetted surface. The lead-free implementation has been ongoing. Thus, we have a few questions related to “lead-free” implementation in your State —- assuming that most States have something in their plumbing code though it may not be under the DW program’s jurisdiction. Can you please provide me with answers to the following? 1) Does your state adopt the International Plumbing Codes by reference? Other Codes by reference? (EPA understands that the IPC was last revised in 2012 and does not reflect the new requirements.) 2) If your state does not adopt the International Plumbing Codes or other code by reference, has your state already revised its plumbing codes to reflect the new Reduction of Lead in Drinking Water Act standards? 3) If your state has not revised its plumbing codes regulations to reflect the new standards, how does the state intend to implement and enforce the federal law requirement? 4) What is your state doing currently or planning to do to implement and enforce the Reduction of Lead in Drinking Water Act?
