I would defer to Miguel DelToral for background on the initial LCR, revisions, and implementation.
Interagency protocols;
Start with a commitment to protect the health and safety of people and the environment being primary when
developing programs and policies .
Then allowing meaningful opportunities for participation (voice )
to be heard in a neutral forum where people are treated with dignity and respect
That benefits and liabilities from decisions will be shared equitably by all parties concerned . That the
authorities are trustworthy (seeTyler 2000:121)
Recognition that adherence to procedure is only one aspect of fairness.
Where there is overlap in responsibility or management of potential outcomes - good or bad , those agencies
must submit written opinions for evaluation by the governor's cabinet and published online in a
format accessible to the public before a final decision is made.Additionally , there must be a monitoring plan
that will published in the same manner.
That an independent ombudsman be appointed to assure that these policies are followed.
