Richard, Mike Brown was initially appointed under PA4 in November 2011. When PA4 was done away with through the statewide referendum PA72 was revived. Under 72 a former city employee could not serve as EM so Mr. Kurtz was appointed in August of 2012. It is my recollection that in July of 2013 Mr. Kurtz wanted to retire, so he was replaced by Mike Brown...who by that time could serve as EM as PA436 was in effect and it carried no prohibition on former city staff serving. Mr. Earley replaced Mr. Brown when he stepped down in October 2013. | have attached the press release from that appointment. It was not mentioned in the release, and ! would not want it attributed to me but, a member of Mr. Brown’s immediate family had fallen i!l and he wanted to spend time with that family member. Rick Snyder today accepted the resignation of Mike Brown as the city of Flint’s emergency manager, effective Oct. 31, 2013. Gov. Snyder has tapped current Saginaw City Manager Darnell Earley as successor-emergency manager in Flint. His appointment will be effective Oct. 1, 2013. Brown and Earley will work collaboratively during the month-long transition period. “Mike Brown has worked hard for the city of Flint,” Gov. Snyder said. “He offered a calm hand in the face of turbulent times, and was continually willing to push forward in addressing the financial emergency, while keeping the needs of Flint residents as his focus. I thank him for his service.” Darnell Earley, who will become successor-emergency manager Oct. 1, has been city manager in Saginaw for the last eight years, first joining the city as deputy city manager and interim director of fiscal services in August of 2004. Prior to that, Earley served as city administrator in Flint and also did a six-month stint as temporary mayor during a vacancy in 2002.
