Dear Chief Administrative Officer:
Thank you for submitting a Qualifying Statement for Karegnondi Water Authority to the
Michigan Department of Treasury on October 8, 2015. Based upon the information provided in
the Qualifying Statement, we have determined that Karegnondi Water Authority is in material
compliance with the criteria identified in Section 303(3) of Public Act 34 of 2001.
Karegnondi Water Authority is now authorized to issue municipal securities under this Act
without further approval from the Department. This authorization will remain in effect for six
months plus 30 business days after the end of your next fiscal year, or when the Department has
made a new determination, whichever occurs first.
Within 15 business days of completing the issuance of any municipal security the municipality
shall file with the Department a Security Report and all documents required in Section 319 of
Public Act 34 of 2001. The Security Report can be found on our website, Michigan.gov/Treasury,
by clicking on Local Government Services, Municipal Finance, Municipal Finance Forms, and
3892. The Security Report and accompanying documents may be emailed to
Treas or mailed to the address below. If emailing, the subject
line must read the same as the file name of the attached documents,

Dear Chief Administrative Officer:
Thank you for submitting to the Department of Treasury an Application for the State Treasurer's
Approval to Issue Long-Term Securities under Section 303(7) of Public Act 34 of 2001, for the
purpose of acquiring, constructing and equipping a water system to provide raw untreated water to the
Local Units, together with all and necessary appurtenances and attachments thereto.
Based upon the information provided, the Department of Treasury has determined that the Authority
has indicated the authority to issue the municipal security requested; projected the ability to repay the
municipal security when due; and, adequately addressed any non-compliance with Section 303(3) of
Act 34. This determination supersedes our previous determination dated February 28, 2014.
This amended approval is for the Water Supply System Bonds (Karegnondi Water Pipeline), Series
2015, in an amount not to exceed $79,500,000, which mature by no later than November 1, 2045. In
approving this application, the Department has relied upon information supplied by the municipality
which would indicate the probable revenues pledged for the payment of the municipal security will be
sufficient to pay the principal thereof and interest thereon when due. No person may rely on the
issuance of this approval as evidence that the Department has undertaken any due diligence with
tegard to that information. No material changes, amendments, or addenda may be made to the
information provided without further approval of the Department.
Within 15 business days after the issuance of a municipal security, you will need to file with the
Department the enclosed Security Report and the documents required in Section 319, Public Act 34 of
2001. Please mafl them to the Local Audit and Finance Division at P.O, Box 30728, Lansing,
