I'm right to say that the governor decided it was a financial emergency right? Ultimately, he has the say so in bringing in the EM correct?

Terry: Dave Murray in the gov's office is sending me your way. I'm trying to understand the Emergency manager timeline in Flint -- which he says you have. Also, can you send me a copy of the letter in which Detroit told Flint that it was ending the water supply to Flint? Was it not the EM's decision about whether to turn to the Flint River?
