Greg we started Sea Quest January 15. Chlorine residuals have averaged 2.35 throughout entire distribution. This took about three to four weeks. Caustic feed has been reduced 10%. Chlorine feed has been reduced considerable yet residuals have increased and stabilized. We had three automatic flushing devices where residuals were .5 to .8. These areas are now in the 2.35 range with no flushing, We tried Sea Quest for six months in 2003 and experienced the same results but because of cost we went to an | inferior phosphate. Greer Commission of Public Works has under gone an 8.5 million dollar distribution upgrade. Some 40 coupons | taken from mains showed no evidence of phosphate application. in 2003 we alse reduced ammonia feed by 15% and residuals L i remained stable. The short time we used Sea Quest in 2003 we saved about $12,000.00 in chemicals. | requested that Sea Quest | bid 2006 with savings included in bid document. So far | have been very pleased and our residuals have never been better.Asa | side note, Sea Quest does not make this claim but our TTHM’s first quarter were 0.012 and HAA’s were 0.015 and you know from | past experience how our first quarter results have been.

Tony, Do you guys feed Seaquest? One of our clients was thinking about switching to that chemical for corrosion control. The sales rep. piakes ‘ lot of claims about how well it works, but we wanted to check with some operators that have actually been working with it ra while. if you are using Seaquest, are you happy with it? Have you observed any major advantages or disadvantages? Has it affected your chlorine residuals or any other water quality data (changes that can be directly attributed to the chemical)? Printed for Michael <[email protected]> 5/4/2006 xxxEND_PAGE:deq02_b216_2370_2887_183 Corrosion Control Project INTRODUCTION In an effort to limit the lead and copper contaminants found in the distributed water supply hee Water and Power Authority undertook the Corrosion Control Project, Assigned initially to the Environmental Affairs department this | endeavor grew to encompass personnel from the Maintenance, Water Distribution and Engineering departments in both districts united in a joint effort to bring four automated chemical injection systems on-line. The chemical in question is an orthophosphate based solution Seaquest which has been certified by the National Sanitation Foundation and approved by the Department of Planning and Natural Resources as a corrosion treatment. “Seaquest produces a mono molecular coating on the interior of piping in order to diminish pitting and reduce bio- film formations while sequestering lead and copper contaminants for later flushing. Manufactured and distributed by Aqua Smart, Inc. of Atlanta Georgia the Seaquest injection process has proven successful at several distribution systems throughout the world. England, Brazil, South Africa and New Mexico are all reported to have Seaquest treatments in operation within their boundaries. Design Methodology The chemical injection system design was formulated solely by the Engineering and Environmental Affair departments. Two systems were specified for ay distribution system to meet the need of the two separate 16” and 24” systems (an upcoming project). Likewise two systems one treated the desalinated and well water systems, xxxEND_PAGE:deq02_b216_2370_2887_184 83-21-99 Pe ey se] Project Schedule The Authority ‘was mandated by the Department of Planning and Natural Resources to complete installation and begin application of the corrosion control treatment within ninety (90) working days following the receipt of written approval. This approval was received by the Executive Director's office on January 24, 1998 determining a start up date of no later than June 8, 1998. Despite several construction delays the first system was energized and treatment initiated on May 4, 1998 | Pump Station orf aaa. The second system on (gaat was installed and placed in a stand by status, while bothggemesystems have been brought online. Refer to Figure 1,1 the ‘As Built’ schedule for further detail, Operations Ideally, it is intended that the corrosion control system operates with a minimum of manual support, In fact, once the chemical in its powder form, is mixed and transferred to the injection tank it is expected that the system will operate in automatic for approximately 2 - 3 days at a time, even to the point of notifying the operator when a new mixture is necessary, Several alarms and fail-safes and have been configured into the system to avoid equipment damage or operator injury. Additionally, all operators of both Water Distribution departments partook in a two and a half-day training seminar held by the system’s designers, During these sessions a review was made of the Material and Safety Data Sheets of all pertinent chemicals and the proper safety procedures were demonstrated for all required services of the operator(s), xxxEND_PAGE:deq02_b216_2370_2887_185 Once chemical mixture is accomplished the injection pumps electronically controlled by the procéss ene station increases or decrease the injection stroke percentage to supply 0.5 ppm of phosphate in the system. The phosphate analyzer monitors a sample taken from the distributed water, and supplies a signal to the process control station. Simultaneously, the water flowmeter provides a like function for the water flow parameters of the system. Auxiliary transmission furnishes output readings a system recorder and alarm announcer. Treatment Through the operational procedure described Seaquest treatment has been in progress in ees for nine nionths. The manufacturer has recommended that systematic flushing procedures be implemented after approximately six to twelve months of treatment at the present rate of injection. Additionally, system monitors were installed to detect concentrations at remote locations. This was to verify treatment throughout the systems entirety. Chart 1.3 below displays the residual phosphate concentration at remote (sample points farthest from injection) locations. Readings clearly indicate that the treatment is reaching the furthest points in the system at the recommended désages. Conclusions After successful implementation, thames W ater end Power Authority is now in compliance with the Environmental Protection Agency and the Department of Planning and Natural Resources consent decree. With al] departments working collectively the project wes completed within the allotted time. The Authority subsequently realized tremendous savings between the estimated cost and the actual cost.
