Hi Michael,
Thanks again for the information in your May 7th email. I've spent several hours yesterday and today trying to digest all
the information you sent in addition the 34 pages Larry sent in the attached scan. In a separate email, Larry forwarded
the correspondence between you and Piper back in January and February of 2014. (PDF file named Jan - Feb 2014 DEQ &
Piper emails) | note that you were always timely in your responses to Larry, including a June,
2012 letter that followed his April 2012 letter to you. We, the Board, thought the matter was over with the April 2012
letter because of our understanding that only one home was involved.
That Board members are seeing the series of letters and emails for the first time has me upset to say the least.
So much for that. Below are several questions:
- Can you forward the communications from DEQ to Piper for the years 2011 to December of 2013 in which you provide
information on the specific homes that exceeded the Action Level? Larry says that everything he has is in the files. I'm
concerned that we have gaps, particularly with DEQ notices of high lead levels and what the response was from Piper.
- For reference, I've attached your one page summary, "CDL Pb AL summary."
It shows that 59 Chateaux Du Lac had a high lead level in 2012. | find no record of a 59 Chateaux in any of my records.
Can you clarify?
- | know that we receive results of our water sample. My home (54) has always been below the limit; hence | never
asked any further questions. | am not aware of any homeowners where the limit exceeded 15 ppb raising an issue with
the Board or Piper. From a DEQ perspective, what is supposed to be done with those individual homeowners?
- Do you have anything that explains calculation of the Lead 90th Percentile Result for a layman?
- The below from one of the EPA hotlinks states no health effects but | could not find which study among dozens at the
Elsevier website that support that claim
The Food and Drug Administration (FDA) has issued a report on the toxicology of inorganic phosphates as food
ingredients. The FDA considers phosphates as a food additive to be "generally recognized as
safe." This report is available at: www. elsevier. com/locate/foodchemtox.
Also, NSF International maintains recommended maximum dosages of drinking
water additives including phosphate products. The typical phosphate
levels found in a liter of drinking water are about one hundred times lower
than the phosphate levels found in the average American diet. For
example, a person would have to drink 10 to 15 liters of water to equal the
amount of phosphates in just one can of soda.

When | typed "phosphates food additive" in the Elsevier search function, | found what is shown in the attached Word file
named Elsevier Phosphate Search. | would appreciate any guidance on finding the specific study referenced in the EPA
report.
- | note that the homes in question were all built in the 80s. Not sure what this means - maybe the kind of solder used in
plumbing?
Thanks for your continued assistance. | know this takes time and effort.
We are trying to get our arms around this to do the right thing. The Board meets tomorrow night and this will be a key
topic of discussion.
